Comparative Analysis of Crises in Latin America: "La Década Perdida" and the role of the International Monetary Fund

Praca analizuje kryzysy finansowe w Meksyku, Brazylii i Argentynie w kontekście reform opartych na Konsensusie Waszyngtońskim. W części teoretycznej przedstawiono definicje kryzysu finansowego, model H. Minsky’ego oraz główne modele kryzysów walutowych. Praca ukazuje również gospodarcze uwarunkowania Ameryki Łacińskiej i historyczne czynniki destabilizujące. Wskazano, że źródła niestabilności miały charakter zarówno strukturalny, jak i polityczny. Reformy liberalne miały na celu stabilizację makroekonomiczną i przyciągnięcie kapitału. Założenia były w dużej mierze celne, lecz ich implementacja często prowadziła do pogłębienia się problemów lokalnych. Wszystkie państwa doświadczyły kryzysów, które były w wielu aspektach zarówno podobne, jak i różniące się od siebie. Analiza porównawcza ukazuje, że skuteczność reform zależy nie tylko od ich treści, ale również od sposobu wdrażania, tempa oraz szerokiego kontekstu instytucjonalno-społecznego. Praca stanowi przestrogę przed bezrefleksyjnym przyjmowaniem uniwersalnych modeli rozwoju i podkreśla konieczność uwzględniania specyfiki danego kraju, w procesie transformacji gospodarczej.

This thesis analyzes financial crises in Mexico, Brazil, and Argentina in the context of reforms based on the Washington Consensus. The theoretical section presents definitions of financial crises: Hyman Minsky’s model, and the first, second and third generation models of currency crises. The study also examines the economical and historical factors that contributed to the instability of Latin America as a whole. It highlights that the sources of instability were rooted in both structural and political conditions. Liberal reforms aimed to achieve macroeconomic stabilization and attract foreign capital. While the assumptions were largely sound, their implementation often deepened local problems. All three countries experienced crises that shared several features, however notable differences also emerged. The comparative analysis demonstrates that the effectiveness of reforms depends not only on their content but also on the method and pace of implementation and the broad institutional and social context. The thesis serves as a cautionary note against the uncritical application of universal development models and emphasizes the need to consider country-specific conditions in the process of economic transformation.
