Horizontal and vertical integration processes : increasing effectiveness in economy and public institutions

Idea integracji w podejmowaniu różnej działalności społecznej przyświecała cywilizacji człowieka od początku jej istnienia. Cele społeczne łatwiej osiągnąć w wyniku wspólnego działania niż samodzielnie. Pomysł ten pozostaje uniwersalny do dziś, choć w historii rozwoju różnych organizacji, także współcześnie, można wskazać pozytywy rozproszenia działalności gospodarczej, dezintegracji1. Integracja, rozumiana jako wspólna działalność służąca osiąganiu celów, najpełniej rozwinęła się w obszarze ekonomii i zarządzania. Firmy łączą się ze sobą, aby osiągnąć większe korzyści, w porównaniu z tymi, które przyniosą im działania w pojedynkę. W Encyklopedii biznesu pod pojęciem integracji ekonomicznej znajdziemy określenie, że to proces scalania gospodarek, którego celem jest podniesienie efektywności działania2. Często wykracza on poza granice danego kraju, co szczególnie silnie uwidoczniło się w gospodarce światowej w drugiej połowie XX w. i trwa do dziś.

Scientific literature provides the results of various analyses of the impact of integration on organisations’ functioning. Not all of these give positive results, although the majority, regardless of the type of integration introduced in an organisation (institution), have brought positive results. The authors describe introduction of a horizontal and vertical integration process in the tax authorities in Poland after 2015, which strengthened the effectiveness of their functioning, providing an improvement of the control of the functioning and tax collection (especially VAT), and of the effectiveness of the management process. At the beginning, the article refers to the notion of organisational effectiveness and discusses the understanding of the horizontal and vertical integration processes. Then, various examples are presented of economy sectors and services where, over the last decades, the integration process has been implemented, and finally the article present the idea of integration in the tax administration in Poland after 2015.
