Venice Charter and its role in shaping concepts in the heritage protection system

Karta Wenecka jest jednym z fundamentalnych dokumentów doktrynalnych rzutujących na kształt współczesnego systemu ochrony zabytków. W preambule dokumentu oraz we wstępnych punktach definicyjnych, zawarto kwintesencję sformułowań określających sens działania systemu ochrony zabytków. Jest tam uzasadnienie, dla czego system ochrony zabytków ma być tworzony. Określono co jest rozumiane, jako zabytek, a w podpunkcie "cel" wskazano "zachowanie zarówno wszelkiego dzieła sztuki, jak też świadectwa historii". Pojemne, ale zwięźle sformułowane definicje stanowią fundament dla dalszych rozważań doktrynalnych. W kolejnych dokumentach doktrynalnych oraz we współczesnych dokumentach strategicznych można znaleźć szereg sformułowań odnoszących się zarówno do definicji zabytku (przedmiotu ochrony), jak i celu działania. Charakterystyczne jest dążenie do poszerzenia rozumienia pojęcia zabytku i rozbudowanie uzasadnień funkcjonowania systemu ochrony. Zabytki chroni się między innymi dla uzyskania efektu ekonomicznego, społecznego, klimatycznego, etc. wskazany proces zmian powadzi do dekonstrukcji systemu ochrony zabytków, w którym nieostre stają się zarówno określenia przedmiotu ochrony, jego wartości uzasadniającej istnienie systemu, jak i cele działania. Perspektywa funkcjonowania systemu ochrony zabytków wymaga weryfikacji założeń i powrotu do podstawowych pojęć, które objaśniają i kierunkują jego istnienie. Celowe jest rozważenie, czy i jak we współczesnych warunkach można wyrazić podstawowe definicje i założenia Karty Weneckiej, by nadając im aktualność przywrócić znaczenie w formowaniu zasad funkcjonowania systemu. Bez aktualnej definicji zabytku oraz określenia celu działania rolę systemu będą przejmować inne aktywności społeczno - gospodarcze, a koncepcja konserwatorstwa będzie ulegać kolejnym modyfikacjom, które w istocie grożą zatraceniem zasobu i dotychczasowej tradycji ochrony zabytków.

The Venice Charter is one of the fundamental doctrinal documents that shape the contemporary monument protection system. The preamble to the document and the introductory definition points contain the quintessence of formulations defining the meaning of the monument protection system. There is a justification for why the monument protection system is to be created. It specifies what is understood as a monument, and the sub-item "purpose" indicates "preservation of both any work of art and evidence of history." The capacious but concise definitions constitute the foundation for further doctrinal considerations. In subsequent doctrinal documents and in contemporary strategic documents, one can find a number of formulations referring to both the definition of a monument (subject of protection) and the purpose of the action. Characteristic is the desire to broaden the understanding of the concept of a monument and to expand the justifications for the functioning of the protection system. Monuments are protected, among others, to achieve an economic, social, climatic effect, etc. The indicated process of changes leads to the deconstruction of the monument protection system, in which both the definitions of the subject of protection, its value justifying the existence of the system, and the goals of the activity become unclear. The perspective of the functioning of the monument protection system requires verification of assumptions and a return to the basic concepts that explain and direct its existence. It is advisable to consider whether and how in contemporary conditions it is possible to express the basic definitions and assumptions of the Venice Charter, in order to give them currency to restore their significance in forming the principles of the functioning of the system. Without an up-to-date definition of a monument and the definition of the goal of the activity, the role of the system will be taken over by other socio-economic activities, and the concept of conservation will undergo further modifications, which in fact threaten the loss of the resource and the previous tradition of monument protection.
