Children's Ombudsman office established by the Constitution to protect the rights of the child

The thesis presents the institution of Commissioner for the Rights of the Child in Poland and in the world. The first chapter characterizes the institution of the European Ombudsman; its features and the diversification of the institution. The second chapter describes the institution of Commissioners for the Rights of the Child in the world on the basis of the three chosen countries – Norway, France and Lithuania. This chapter characterizes their political system, competence, the appointing procedure and the actions of the European Commissioners for the Rights of the Child Network, which unites the commissioners from all over Europe. The third chapter is devoted to the Commissioner for the Rights of the Child in Poland. The first part of the chapter depicts their position in the Constitution and the history of its origin. Next, systemic – legal status, the function and the competence are described.The fourth chapter presents the activity of the Commissioner for the Rights of the Child in Poland, as well as their cooperation with the national and international organizations.

Niniejsza praca poświęcona jest instytucji Rzecznika Praw Dziecka w Polsce i na świecie. Pierwszy rozdział omawia instytucję Ombudsmana, jego cechy oraz różnicowanie się instytucji. Rozdział drugi opisuje instytucje Rzeczników Praw Dziecka w świecie na przykładzie trzech wybranych państw- Norwegii, Francji i Litwy. Omawia ich pozycję ustrojową, kompetencje a także procedurę powoływania oraz działanie Europejskiej Sieci Rzeczników do spraw Dzieci, która zrzesza Rzeczników z całej Europy. Rozdział trzeci został poświęcony Rzecznikowi Praw Dziecka w Polsce. Pierwsza część rozdziału opisuje jego pozycję w Konstytucji oraz historię jego powstania, następnie pozycję ustrojowo – prawną oraz funkcje i kompetencje. Rozdział czwartym zawiera informacje dotyczące działalności Rzecznika Praw Dziecka w Polsce, sprawy jakimi się zajmuje a także współpracę z organizacjami krajowymi i międzynarodowymi.
