Cel niniejszej pracy stanowi analiza elementów polityki społecznej zawartych w strategiach i planach rozwoju Miasta Krakowa po 1989 roku. Poza wyeksponowaniem najważniejszych dążeń w kwestiach społecznych sprawdzono efekty prowadzonych działań w latach 1993-2013.Praca składa się z pięciu części. Pierwszy rozdział to definiowanie szerokiego pojęcia polityki społecznej, następnie jej aspektów w miastach. Autor charakteryzuje wybrane problemy społeczne, a także role kapitału ludzkiego i społecznego oraz wskazuje różnice pomiędzy nimi. Drugi rozdział traktuje o strategii rozwoju jako instrumencie planistycznym w rozwoju lokalnym. Została w nim umieszczona definicja polityki miejskiej, przywołuje się dokument Krajowej Polityki Miejskiej, a ponadto określa się czym jest zarządzanie strategiczne w miastach oraz strategia rozwoju lokalnego.Trzeci rozdział to stały element tego typu pracy, czyli charakterystyka Miasta Krakowa pod względem geograficznym, demograficznym, gospodarczym, infrastruktury technicznej i społecznej oraz sposobu zarządzania miastem w zakresie polityki społecznej. Ta część została podsumowana przez analizę SWOT.Czwarty rozdział zawiera wyróżnienie elementów społecznych w dokumentach programowych Krakowa o znaczeniu strategicznym po 1989 roku. Przedmiotem analizy są kluczowe dokumenty, czyli "Kierunki polityki społeczno-gospodarczej i programu gospodarczego Miasta Krakowa z 1993 roku", następnie "Miejscowy Plan Ogólny Zagospodarowania Przestrzennego Miasta Krakowa z 1994 roku", "Polityka rozwoju przestrzennego i ochrony środowiska z 1994 roku", " Plan społeczno-gospodarczy Gminy Miasta Krakowa 1996-2000", "Plan rozwoju miasta Krakowa na lata 1997-2001", "Strategia rozwoju Krakowa 1999" oraz " Strategia Rozwoju Krakowa 2005". W tej części pracy autor skupia się na strategicznym umieszczeniu polityki społecznej w rozwoju miasta.W piątym rozdziale pracy autor analizuje wpływ strategii i planów rozwoju na wybrane problemy z zakresu polityki społecznej w Krakowie na przestrzeni lat po 1989 roku. W rozdziale przedstawiono metodykę badań, wpływ na zmiany w mieszkalnictwie, poziomie bezrobocia, konieczności szerokiego rozumienia problemu ubóstwa, zmiany w poziomie bezpieczeństwa publicznego, w problemach rodzin oraz przedstawiono wnioski i rekomendacje na przyszłość, które stanowią kluczową część pracy. W zobrazowaniu zmian na przestrzeni lat autor wspomaga się wykresami.

The objective of this work is the analysis of social policy elements contained in the strategies and development plans of the City of Krakow since 1989. In addition to exposing the most important efforts on social issues tested the effects of the activities carried out in the years 1993-2013.The work consists of five parts. The first chapter is defining a broad concept of social policy, then its aspects in the cities. The author has chosen to social problems, as well as the roles of human and social capital and shows the differences between them.The second chapter deals with the development strategy as instrument in local development planning. It was placed there a definition of urban policy, reference is made to the document of the National Urban Policy, and further defined what the strategic management in the cities and local development strategy.The third chapter is a permanent element of this type of work, which is characteristic of the City of Krakow in terms of geographic, demographic, economic, technical and social infrastructure and the way of city management in the field of social policy. This part was summarized by the SWOT analysis.The fourth chapter includes award social elements in the plans for the development strategy of Krakow since 1989. The analysis are key documents, namely "Directions of socio-economic policy and economic program of the City of Krakow 1993", then "Local Plan of General Development of the City of Krakow 1994", "Policy spatial development and environmental protection in 1994", " Socio-economic plan for the Municipality of Krakow 1996-2000 "," Development Plan for the city of Krakow for the years 1997-2001 "," The development strategy of Krakow 1999 "and" Krakow Development Strategy 2005 ". In this section, the author focuses on the strategic placement of social policy in the development of the city.The fifth part of the work examines the impact of strategies and plans for development on selected issues of social policy in Krakow for the years after 1989. This chapter presents the methodology of the research, the impact of changes in housing, unemployment, need a broad understanding of the problem of poverty, changes in the level of public security, family problems and presents conclusions and recommendations for the future, which is a key part of the job.
