UNICEF's activities exemplified by the Spilno Hub project implemented in Kraków in the period 2024–2025

Praca ma na celu przeanalizowanie ewolucji mandatu i działalności operacyjnej UNICEF, ze szczególnym uwzględnieniem projektu Spilno Hub realizowanego w Krakowie w latach 2024–2025 jako modelu integracji społeczno-instytucjonalnej uchodźców z Ukrainy. Autorka bada proces transformacji strategii pomocowych od odgórnych interwencji humanitarnych ku elastycznym partnerstwom lokalnym. Ważnym elementem metodologicznym pracy jest unikalna perspektywa badawcza oparta na obserwacji uczestniczącej autorki, wynikająca z jej zaangażowania jako wolontariuszki w krakowskim ośrodku przez cały okres jego funkcjonowania. Ze względu na ramy czasowe cezury badawczej, w pracy zrezygnowano z literatury monograficznej na rzecz aktualnych dokumentów strategicznych, aktów prawnych i danych instytucjonalnych.Praca składa się z trzech rozdziałów. W pierwszym przedstawiono historyczno-prawny rozwój mandatu UNICEF od 1946 roku, ugruntowany przez Konwencję o Prawach Dziecka. Drugi rozdział poświęcono reorientacji operacyjnej struktur UNICEF (ECARO) w Polsce po wybuchu pełnoskalowej wojny w Ukrainie w 2022 roku. W trzecim rozdziale, stanowiącym empiryczne studium przypadku, szczegółowo przeanalizowano funkcjonowanie i proces wygaszania ośrodka Spilno Hub w Krakowie, prowadzonego we współpracy ze Związkiem Harcerstwa Polskiego (ZHP). W tej części zidentyfikowano mocne strony projektu (pomoc psychologiczna, kursy językowe) oraz bariery systemowe, takie jak tymczasowość finansowania, wymuszona relokacja oraz ograniczony zasięg informacyjny. Przeprowadzone badania w pełni potwierdziły hipotezę, wykazując, że skuteczna pomoc uchodźcom w rozwiniętym państwie wymaga transformacji doraźnego wsparcia kryzysowego w zrównoważone, międzyinstytucjonalne partnerstwa lokalne.

The thesis aims to analyze the evolution of UNICEF's mandate and operational activities, with a particular focus on the Spilno Hub project implemented in Krakow in the years 2024–2025 as a model for the socio-institutional integration of refugees from Ukraine. The author examines the process of transformation of aid strategies from top-down humanitarian interventions toward flexible local partnerships. An important methodological element of the thesis is the unique research perspective based on the author's participant observation, resulting from her engagement as a volunteer at the Krakow center throughout its entire period of operation. Due to the timeframe of the researched period, monograph literature was intentionally omitted in favor of up-to-date strategic documents, legal acts, and institutional data.The thesis consists of three chapters. The first chapter presents the historical and legal development of UNICEF's mandate since 1946, grounded in the Convention on the Rights of the Child. The second chapter is dedicated to the operational reorientation of UNICEF structures (ECARO) in Poland following the outbreak of the full-scale war in Ukraine in 2022. The third chapter, which constitutes an empirical case study, provides a detailed analysis of the functioning and decommissioning process of the Spilno Hub center in Krakow, conducted in cooperation with the Polish Scouting and Guiding Association (ZHP). This section identifies the strengths of the project (psychological support, language courses) as well as systemic barriers, such as the temporary nature of funding, forced relocation, and limited informational reach. The conducted research fully confirmed the hypothesis, demonstrating that effective refugee assistance in a developed country requires the transformation of immediate crisis support into sustainable, inter-institutional local partnerships.
