Strategic management in the municipality of Niepołomice. A case study.

Niniejsza praca magisterska podejmuje temat zarządzania strategicznego w jednostkach samorządu terytorialnego. Autor zbadał problem analizując studium przypadku - gminę Niepołomice. Wyjaśnia dlaczego zarządzanie strategiczne jest istotnym elementem mającym wpływ na rozwój polskich gmin. Celem pracy było sprawdzenie, czy tworzone dokumenty strategiczne w polskiej gminie opracowywane są z uwzględnieniem potrzeb i oczekiwań mieszkańców. W rozdziałach teoretycznych zostało przybliżone pojęcie zarządzania publicznego oraz specyfika działalności organizacji publicznych. W dalszej części pracy zaprezentowano działania, jakie powinny zostać przeprowadzone, aby w sposób skuteczny zbudować strategię rozwoju gminy oraz przeanalizowano Strategię Rozwoju Miasta i Gminy Niepołomice. Część badawcza zawiera wyniki ankiety przeprowadzonej wśród mieszkańców gminy Niepołomice. Jej celem było sprawdzenie czy zapisy strategii są znane w stopniu podstawowym oraz czy oczekiwania Niepołomiczan związane z rozwojem miejsca zamieszkania są tożsame z zapisami. Analiza pozyskanych danych oraz materiałów źródłowych pozwoliła na sformułowanie odpowiedzi na pytanie dotyczące sensu tworzenia dokumentów strategicznych w polskich gminach. Pozwala także oszacować, czy wkład mieszkańców w przygotowanie założeń był należyty.

This master's thesis brings up a subject of strategic management in local government units. Author examined this problem by analyzing a case study - municipality Niepołomice. In the paper there is an explanation why strategic management is an important element influencing the development of Polish municipalities. The aim of this thesis was to verify whether the documents created in the Polish local community as a strategy are prepared with the proper concern of needs and expectations of citizens.The theoretical chapters focused on an idea of public management and the specific activities of public organizations. In the following paper author presents the actions that should be carried out in order to build an effective strategy for the development of the municipality, and analyzes Strategy of Development for Municipality Niepołomice.The research part contains the results of a questionnaire executed among residents of Niepołomice. Its aim was to check whether the contents of this strategy are known at a basic level and if the citizens expectations associated with the development are similar to the recorded ones.The analysis of acquired data and source material helped to formulate the answer to the question about the meaning of the creation of strategic documents in Polish local communities. Also allows to estimate if the contribution of residents in the preparation of guidelines was appropriate.
