From Budapest Memorandum to Zaporizhzhia: Nuclear Security, the V4, and Ukraine in the European Security Architecture

dc.abstract.enThis master's thesis examines the transformation of nuclear security and the European security architecture in the context of Russia’s aggression against Ukraine. Particular attention is devoted to the Budapest Memorandum as an instrument of security assurances for Ukraine, nuclear threats associated with the occupation of the Zaporizhzhia Nuclear Power Plant, and the use of nuclear coercion by the Russian Federation as a tool of political pressure. The study also analyzes the response of the international community to nuclear threats and the role of the Visegrad Group within the security system of Central Europe.The theoretical framework is based on Neoclassical Realism and Thomas Schelling’s concept of nuclear coercion. The research employs methods of analysis, synthesis, comparison, historical inquiry, and a systemic approach. Special attention is given to comparing the positions of the Visegrad Group countries toward Russian aggression against Ukraine and assessing the impact of the Russian-Ukrainian war on the evolution of the European security architecture.The findings demonstrate that the failure of the Budapest Memorandum and Russia’s nuclear coercion accelerated the transformation of the European security system toward a deterrence-oriented model, strengthening defense capabilities and deepening Euro-Atlantic cooperation. At the same time, the study reveals that the responses of the Visegrad Group countries differed according to their threat perceptions and domestic political conditions. The research confirms the growing importance of Ukraine as a significant component of the contemporary European security architecture.pl
dc.abstract.plPraca magisterska poświęcona jest analizie transformacji bezpieczeństwa nuklearnego oraz architektury bezpieczeństwa europejskiego w kontekście rosyjskiej agresji przeciwko Ukrainie. Szczególną uwagę poświęcono Memorandum Budapeszteńskiemu jako instrumentowi zapewnień bezpieczeństwa dla Ukrainy, zagrożeniom nuklearnym związanym z okupacją Zaporoskiej Elektrowni Jądrowej oraz wykorzystaniu przez Federację Rosyjską szantażu nuklearnego jako narzędzia nacisku politycznego. W pracy przeanalizowano reakcję społeczności międzynarodowej na zagrożenia nuklearne oraz rolę Grupy Wyszehradzkiej w systemie bezpieczeństwa Europy Środkowej.Podstawę teoretyczną badań stanowią neoklasyczny realizm oraz koncepcja przymusu nuklearnego Thomasa Schellinga. W badaniu zastosowano metody analizy, syntezy, porównania, metodę historyczną oraz podejście systemowe. Szczególną uwagę poświęcono porównaniu stanowisk państw Grupy Wyszehradzkiej wobec rosyjskiej agresji przeciwko Ukrainie oraz ocenie wpływu wojny rosyjsko-ukraińskiej na ewolucję europejskiej architektury bezpieczeństwa.Wyniki badań wskazują, że niepowodzenie Memorandum Budapeszteńskiego oraz rosyjski szantaż nuklearny przyczyniły się do przyspieszenia transformacji europejskiego systemu bezpieczeństwa w kierunku modelu opartego na odstraszaniu, wzmacnianiu zdolności obronnych oraz pogłębianiu współpracy euroatlantyckiej. Jednocześnie wykazano, że reakcje państw Grupy Wyszehradzkiej różniły się w zależności od percepcji zagrożeń i uwarunkowań polityki wewnętrznej. Przeprowadzone badania potwierdzają rosnące znaczenie Ukrainy jako istotnego elementu współczesnej architektury bezpieczeństwa europejskiego.pl
