The role of the Federal Republic of Germany in the EU enlargement to the East

Problematyka pracy poświęcona jest Roli Republiki Federalnej Niemiec w procesie rozszerzenia Unii Europejskiej na Wschód. W pierwszym rozdziale zostały przedstawione priorytety polityki europejskiej RFN. Drugi rozdział poświęcony jest najważniejszym aspektom rozszerzenia Unii Europejskiej na Wschód. Zaprezentowane w nim zostały zasadnicze problemy negocjacyjne pomiędzy Republiką Federalną Niemiec, a państwami z Pierwszej Grupy Rozszerzeniowej, czyli grupy luksemburskiej. Do tej grupy należała: Polska, Czechy, Węgry, Słowenia, Estonia i Cypr. Do najbardziej wrażliwych kwestii określających stosunki RFN i państw z Pierwszej Grupy Rozszerzeniowej należały: wspólna polityka rolna, swobodny przepływ kapitału, nabywanie nieruchomości przez cudzoziemców oraz swobodny przepływ osób. Trzeci rozdział traktuje o zasadniczych problemach negocjacyjnych z Drugą Grupą Rozszerzeniową, grupą helsińską. Grupę ową tworzyły: Litwa, Łotwa, Słowacja, Malta oraz Bułgaria i Rumunia. Zarówno w drugim jak i trzecim podrozdziale przedstawiono stanowisko opinii publicznej, która odgrywa kluczową rolę w polityce zagranicznej.

Work is devoted to the issue of the Federal Republic of Germany's role in the process of EU enlargement to the East. In the first chapter of German European policy priorities. The second chapter is devoted to the most important aspects of EU enlargement to the East. It presents the essential problems of negotiation between the Federal Republic of Germany, a member of the First Group enlargement, the Luxembourg group. To this group belong: Poland, Czech Republic, Hungary, Slovenia, Estonia and Cyprus. The most sensitive issue of defining relations of Germany and the countries of the First Expansion of the Group were: common agricultural policy, the free movement of capital, acquisition of real estate by foreigners and the free movement of persons. The third chapter deals with the fundamental problems of negotiating with the Second Expansion Group, a group of Helsinki. This group consisted of: Lithuania, Latvia, Slovakia, Malta and Bulgaria and Romania. Both the second and the third section presents the position of the public, which plays a key role in foreign policy.
