The development and functioning of non-governmental organisations in Russia in the years of political transformation and stabilisation (1985-1999)

Celem pracy jest przedstawienie roli i działalności organizacji pozarządowych w okresie rozpadu ZSRR i kształtowania się ustroju Federacji Rosyjskiej. Przyjęta metoda badawcza zakłada analizę stanu prawnego na przestrzeni lat 1985-1999 i jego wpływu na kształt i funkcjonowanie sektora pozarządowego w Rosji. Szczególna uwaga została poświęcona zmieniającym się formom i dziedzinom działalności organizacji społecznych i pozarządowych, a także stopniowi niezależności i swobody ich członków. Dodatkowo, analizie została poddana zależność pomiędzy stopniem demokratyzacji systemu politycznego w Rosji i tworzenia się zalążków społeczeństwa obywatelskiego a zakresem działalności organizacji pozarządowych. Na wstępie pracy została poruszona kwestia organizacji pozarządowych jako elementu społeczeństwa obywatelskiego. Następnie, powołano podstawy prawne dotyczące swobód obywatelskich i tworzenia organizacji społecznych w czasach ZSRR. W rozdziale drugim przedstawiono najważniejsze zmiany w życiu społecznym i politycznym, jakie miały miejsce w Rosji w czasach pierestrojki oraz ich wpływ na funkcjonowanie organizacji pozarządowych. Rozdział trzeci pracy skupia się na konsekwencjach, jakie przyniosły ze sobą reformy ustawodawstwa po powstaniu Federacji Rosyjskiej. Następnie przedstawiono najważniejsze struktury i obszary działalności pierwszych organizacji pozarządowych spełniających międzynarodowe kryteria uznania ich za NGO W rozdziale czwartym szczegółowej analizie poddano działalność i funkcjonowanie wybranej organizacji pozarządowej w Rosji w latach transformacji i stabilizacji ustrojowej na przykładzie stowarzyszenia Memoriał.

The aim of the thesis is to present the role and activities of non-governmental organisations (NGOs) during the collapse of the USSR and formation of the system of the Russian Federation. Adopted research method involves the analysis of the legal system over the years 1985-1999 and its impact on the shape and functioning of the NGO sector in Russia. Particular attention is devoted to changing forms and fields of activity of social organisations and NGOs, as well as to the degree of independence and freedom of their members. An additional subject of the analysis is the relationship between the degree of democratisation of the political system in Russia and the formation of the seeds of civil society - and the scope of activities of NGOs.At the beginning, the dissertations addresses the issue of non-governmental organisations as a part of civil society. Then, the legal basis for the creation of civil liberties and social organizations in the Soviet era are established. In the second chapter the most important changes in social and political life, which took place in Russia in the days of perestroika are presented together with their impact on the functioning of NGOs. The third chapter of the thesis focuses on the consequences brought by legislative reforms after the formation of the Russian Federation. Then the main structure and areas of activity of the first non-governmental organisations that meet the criteria for recognition as an NGO are discussed. In the fourth chapter the subject of analysis is the activity and the operation of a selected non-governmental organisation in Russia in the years of transition and the stabilization of the political system – the association Memorial.
