Security of mass events on examples

Opracowanie zawiera opis aspektów bezpieczeństwa, jakie występują obecnie podczas organizowania i przeprowadzania imprez masowych, z uwzględnieniem podstaw prawnych oraz zmian, jakie zachodziły na przestrzeni istnienia poszczególnych wydarzeń. Praca rozpoczyna się od określenia podstaw teoretycznych, czyli wyjaśnienia pojęcia imprezy masowej i jej uregulowanych prawnie odmian. Następnie przedstawia podstawy prawne oraz ogólne zasady organizacji wydarzenia masowego a także zakres odpowiedzialności organizatorów. Kolejny omawiany aspekt to kontrola bezpieczeństwa imprez wraz z możliwymi zagrożeniami oraz określeniem praw i obowiązków uczestnika. Bazę wywodu stanowi tutaj aktualne polskie prawo. Druga część pracy to praktyczny opis trzech wydarzeń: Jarocin Festiwal, PolandRock Festiwal oraz Światowe Dni Młodzieży. Analizie zostają poddane metody zapewnienia bezpieczeństwa w trakcie ich trwania. Szczególną uwagę poświęcono regulaminom tych wydarzeń. Dokonano również analizy materiału badawczego, uzyskanego poprzez przeprowadzenie ankiety.

The study contains a description of the security aspects that currently occur during the organization and conduct of mass events, including legal bases and changes that have occurred throughout the existence of individual events. The work starts with determining the theoretical basis, i.e. explaining the concept of mass event and its legally regulated varieties. Then he presents the legal bases and general principles of organizing the mass event as well as the scope of the organizers' responsibility. The next discussed aspect is the security control of events with possible threats and defining the participant's rights and obligations. The basis of the argument is the current Polish law. The second part of the work is a practical description of three events: Jarocin Festival, PolandRock Festival and World Youth Days. The methods of ensuring security during their lifetime are analyzed. Particular attention is given to the regulations of these events. The research material obtained through the survey was also analyzed.
