Głównym celem pracy jest prześledzenie rozwoju kwestii realizowania restytucji dóbr kultury przez Polskę na przestrzeni wieków ze szczególnym uwzględnieniem relacji łączącej podmioty występujące z roszczeniem, z organem administracji publicznej. Tezą przyświecającą pracy było zbadanie czy istnieje publiczne prawo podmiotowe do żądania zrealizowania restytucji dóbr kultury.
The main goal of the work is to trace the development of the issue of the implementation of the restitution of cultural goods by Poland over the centuries, with particular emphasis on the relationship between the entities claiming the claim and the public administration body. The thesis guiding the work was to investigate whether there is a public subjective right to demand the restitution of cultural goods.
