Political concepts of the ruling party in 2015-2023 vs. Poland's membership in the EU

Praca analizuje, w jaki sposób realizacja programów Prawa i Sprawiedliwości w latach 2015-2023 wpłynęła na relacje Polski z Unią Europejską. Bada, w jaki sposób programy wyborcze PiS z 2014 i 2019 roku oraz przedstawione w kampanii obietnice wyborcze, szczególnie te dotyczące reformy sądownictwa, polityki gospodarczej, klimatycznej oraz obronności, kształtowały stosunki z UE.Praca przedstawia kluczowe koncepcje polityczne partii rządzącej, które w latach 2015-2023 miały na celu z jednej strony szeroko rozumianą reformę wewnętrzną państwa, a z drugiej zabezpieczenie jego suwerenności przed wpływami instytucji unijnych, zabezpieczonymi, wynikającymi z umów międzynarodowych, kompetencjami. Zwraca uwagę na to, że zbieżność celów wielu założeń polityki PiS, w takim zakresie jak reforma wymiaru sprawiedliwości czy polityka energetyczna, prowadziła do licznych sporów z organami UE. Skutkiem tego była chociażby blokada wypłat środków z Funduszu Odbudowy, która nie tylko ograniczała możliwości wydatkowe państwa, ale także stawiała Polskę w pozycji państwa trudnego, w kontekście międzynarodowej współpracy.Celem pracy było nie tylko przedstawienie tych sporów, ale także analiza konsekwencji realizowanych polityk na arenie międzynarodowej oraz reakcji instytucji unijnych na działania polskiego rządu. Szczególny nacisk położono na badanie, w jakim stopniu działania rządu wpisywały się w paradygmat suwerenności i ochrony interesów narodowych, a w jakim generowały konflikty z politykami wspólnotowymi.

The work analyzes how the implementation of Law and Justice programs in 2015-2023 influenced Poland's relations with the European Union. It examines how the PiS election programs of 2014 and 2019 and the election promises presented in the campaign, especially those regarding judicial reform, economic, climate and defense policies, shaped relations with the EU.The work presents the key political concepts of the ruling party, which in the years 2015-2023 were aimed at, on the one hand, broadly understood internal reform of the state, and on the other, securing its sovereignty against the influence of EU institutions, secured competences resulting from international agreements. He points out that the convergence of the goals of many PiS policy assumptions, such as the reform of the justice system or energy policy, led to numerous disputes with EU bodies. This resulted in the blocking of payments from the Reconstruction Fund, which not only limited the state's spending capacity, but also placed Poland in the position of a difficult country in the context of international cooperation.The aim of the work was not only to present these disputes, but also to analyze the consequences of implemented policies in the international arena and the reaction of EU institutions to the actions of the Polish government. Particular emphasis was placed on examining the extent to which the government's actions were in line with the paradigm of sovereignty and protection of national interests, and the extent to which they generated conflicts with community policies.
