The structure of the municipality's budget, taking into account the European funds

Przedmiotem pracy jest przedstawienie budżetu gminy i czynniki go kształtujące. Motywem podjęcia tematu dotyczącego struktury budżetu gminy z uwzględnieniem funduszy europejskich była chęć pokazania zależności pomiędzy strukturą dochodów a wydatkami samorządu lokalnego. Rozdział pierwszy ma za zadanie wprowadzenie czytelnika w zagadnienie samorządu gminnego, przedstawienie jego organów oraz możliwości decyzyjnych wspólnoty lokalnej zamieszkującej dane terytorium.Kolejny rozdział to ukazanie samodzielności finansowej gminy a przez to ukazanie jej samodzielności i odrębności od innych podmiotów. W rozdziale tym, przedstawiona jest również istota budżetu gminy oraz zasady jego tworzenia. Trzeci rozdział to przedstawienie dochodów i wydatków gminy. Zwrócenie szczególnej uwagi na stronę dochodową gminy, ponieważ to od ilości dochodów będzie zależały możliwości inwestycyjne danej gminy.Ostatni rozdział to próba dokonania analizy zależności pomiędzy pozyskanymi funduszami europejskimi a rozwojem gminy. W tym rozdziale powołano się na przykład gminy miasta Mielca i jego inwestycji, które udało się dokonać dzięki środkom pochodzącym z Unii Europejskiej.

The subject matter of this thesis is the presentation of the budget of a municipality and the factors that shape it. The motive for choosing the subject concerning the structure of the municipality's budget, taking into account the European funds, was the desire to present the relationship between the structure of the revenue and expenditure of a local government. The goal of the first chapter is to introduce the topic of local government, to present its organs and the decision-making capabilities of a local community residing in the given territory.The next chapter demonstrates the financial autonomy of the municipality, and thus its independence and distinctiveness from other entities. In this chapter, the essence of the municipality's budget and the principles behind its creation have been presented. The third chapter presents the revenue and expenditure of the municipality. Particular attention was paid to the revenue side of the municipality, as the investment capabilities of the municipality will depend on the amount of revenue.The last chapter is an attempt at analysing the relationship between the acquired European funds and the development of the municipality. This chapter refers to the municipality of Mielec and its investments which were made possible by means of European Union funds.
