Depenalization of drug possession and drug policies in Poland and selected countries

Celem pracy jest ukazanie czy penalizacja narkotyków ma sens i czy jest skutecznym sposobem na ograniczanie liczby osób uzależnionych oraz jakie rozwiązania alternatywne zamiast polityki prohibicji mogłyby zostać wprowadzone. W pracy autorka opisuje również jak ustawodawstwa europejskie radzą sobie z problemem narkomanii, jakie uregulowania obowiązują w prawie międzynarodowym, jakie zmiany legislacyjne zaszły w ostatnich latach w polskim ustawodawstwie narkotykowym a także jak polityka narkotykowa przekłada się na liczbę osób uzależnionych czy chorych na HIV.

The aim of the work is to show the effects of the criminalization of drug possession and whether it is an effective way to limit the number of addicts. Also, the author deals with an alternatives of a policy of prohibition that may be introduced instead. The author would like to assess if EU legislation deals with the problem of drug addiction. Moreover, this paper presents the rules applicable in international law, the legislative changes made in Polish drug legislation in past few years as well as affection of drug policy on the number of people addicted to drugs or infected with HIV.
