W pracy został opisany organ Delegata Rządu na Kraj, który pełnił rolę przedstawiciela przebywającego na uchodźstwie Rządu RP w okresie drugiej wojny światowej. Ponieważ konstytucja kwietniowa ani żadna inna ustawa nie przewidywała potrzeby powstania takiego organu, status prawy Delegata oraz jego kompetencje zostały nadane w drodze uchwał i dekretów prezydenckich. Kompetencje Delegata sprowadzały się głównie do pełnienia roli łącznika między rządem a krajem. Aparatem pomocniczym Delegata było Biuro Delegata, które z kolei dzieliło się na departamenty będące w większości odpowiednikami przedwojennych ministerstw. Podział na departamenty był przykładem dekoncentracji wewnętrznej wprowadzonej w oparciu o kryterium resortowe (rzeczowe). Delegat działał jako organ centralny kierujący działaniami departamentów, delegatury okręgowej i powiatowej. Taka zależność pokazuje, że delegatura działa zgodnie z zasadami organizacji administracji i organów administracyjnych. Funkcjonowanie Delegata i delegatury uległo zmianie w trudnym okresie powstania warszawskiego. Mimo to po jego zakończeniu delegatura jeszcze przez jakiś czas funkcjonowała, ponieważ za dzień ostatecznego zakończenia jej działania uznaje się dzień 1 lipca 1945r.

The work describes the body of the Government Delegate for Poland, who served as a representative of the Polish Government-in-Exile during World War II. Since the April Constitution or any other law did not provide for the need for such an organ, the Delegate's right status and powers were granted by presidential resolutions and decrees. The Delegate's powers were mainly to act as a link between the government and the country. The Delegate's auxiliary apparatus was the Delegate's Office, which in turn was divided into departments that were mostly equivalent to pre-war ministries. The division into departments was an example of internal distraction introduced based on the departmental (material) criterion. The delegate acted as the central body directing the activities of departments, district and poviat delegation. Such dependence shows that the delegation operates in accordance with the principles of organization of administration and administrative bodies. The functioning of the Delegate and Delegation changed during the difficult period of the Warsaw Uprising. Nevertheless, after its completion, the delegation functioned for some time, because the day of its final termination is considered to be July 1, 1945
