Prerogatives of the President of the Republic of Poland in the Constitution of the Republic of Poland from 2 April 1997.

Zgodnie z Konstytucją Rzeczpospolitej Polskiej z 2 kwietnia 1997 r., Prezydent Rzeczpospolitej Polskiej korzystając ze swoich konstytucyjnych i ustawowych kompetencji, wydaje akty urzędowe. Przez zastosowanie instytucji kontrasygnaty, akty te można podzielić na dwie zasadnicze grupy. Pierwsza grupa zawiera prezydenckie akty urzędowe, które dla swojej ważności wymagają podpisu Prezesa Rady Ministrów, określanego mianem kontrasygnaty. Dokonując kontrasygnaty Premier przyjmuje za konkretny akt polityczną odpowiedzialność przed Sejmem. Drugą grupę aktów urzędowych Prezydenta Rzeczpospolitej Polskiej stanowią wydawane przez niego akty urzędowe nie wymagające kontrasygnaty Prezesa Rady Ministrów. Akty te nazywane prezydenckimi prerogatywami stanowią główne zagadnienie niniejszej pracy dyplomowej.

According to the Constitution of the Republic of Poland from 2 April 1997, the President of the Republic of Poland, using his constitutional and statutory competences, issue the official acts. The acts can be divided into two elementary groups by the principle of the countersignature. The first group includes the presidential official acts, which in order to be valid, require the signature of the President of the Council of Ministers, which is called a countersignature. By countersigning the acts, the Prime Minister accept the political responsibility for the particular act before the Sejm. The second group of the official acts of the President of the Republic of Poland contains the official acts issued by the President, which do not require the President of the Council of Ministers countersignature. These acts are called the presidential prerogatives and they constitute the main issue of this thesis.
