Evasion of compulsory military service and its consequences in the Republic of Korea

Tematem niniejszej pracy jest uchylanie się od obowiązku służby wojskowej i jego konsekwencje w Republice Korei. Celem mojej pracy jest wykazanie, że mężczyźni, którzy nie dopełnili obowiązku czynnej służby wojskowej narażeni są na dyskryminację ze strony państwa i społeczeństwa południowokoreańskiego. W pierwszym rozdziale nakreślę genezę ustanowienia służby wojskowej w Republice Korei oraz zasady i warunki konskrypcji obowiązujące obecnie, a także przedstawię proces normalizacji służby w społeczeństwie południowokoreańskim. W drugim rozdziale przedstawię sytuacje, w których uniknięcie poboru jest dozwolone przez prawo oraz nielegalne próby uchylenia się od służby. W ostatnim rozdziale przedstawię stosunek południowokoreańskiej publiki do uciekinierów od poboru oraz osób pełniących służbę uzupełniającą, a także nakreślę kierunek, w jakim zmierzają plany rządu dotyczące obowiązkowej służby wojskowej oraz związany z nimi dyskurs społeczny.

The subject of this thesis is evasion of compulsory military service and its consequences in the Republic of Korea. The purpose of my work is to show that men who have not fulfilled their duty of active military service are exposed to discrimination on the part of the state and South Korean society. In the first chapter, I will outline the process of implementation of military service in the Republic of Korea and the terms and conditions of conscription currently in force, as well as the process of normalization of Universal Male Conscription in the South Korean society. In the second chapter, I will present situations in which avoidance of military service is allowed by law as well as illegal attempts at draft evasion. In the last chapter, I will present the attitude of the South Korean public towards draft evaders and men performing supplementary service, as well as outline the direction in which government plans for compulsory military service and the related social discourse are going.
