Smart Power: the Liberal Approach towards Public Diplomacy in the Context of 21st Century Changes

Niniejsza praca magisterska stanowi analizę koncepcji politycznej smart power jako strategii działania Stanów Zjednoczonych wprowadzającej balans pomiędzy narzędziami polityki zagranicznej leżącymi w zasięgu hard i soft power. Zostają w niej wyjaśnione okoliczności, przyczyny, jak również postulaty, które reprezentuje ten termin. Jednocześnie praca ta opisuje zmiany w układzie sił na arenie międzynarodowej oraz transformację dyplomacji publicznej wywołaną postępem technologicznym. W pracy zostaje podjęta analiza nowej formy dyplomacji, tzw. dyplomacji cyfrowej. Rozważania uwzględniają przemiany na arenie międzynarodowej, które doprowadziły do modernizacji środków polityki zagranicznej oraz stworzenia szeregu nowych narzędzi działania, które pozwalają na implementację założeń strategii smart power.

This thesis is an analysis of the political concept of smart power as a strategy of the United States that introduces a balance between the hard and soft power foreign policy tools. It explains the concept, sets out the circumstances and reasons for its establishment, as well as the postulates the strategy contains. Simultaneously, this work describes changes in the balance of power in the international relations and the transformation of public diplomacy due to technological progress. It introduces the analysis of the new form of diplomacy, the so-called digital diplomacy. It takes into the consideration the changes in the international relations which led to the modernization of foreign policy tools and creating a kit of new instruments that allowed the implementation of the smart power strategy.
