The political and economic transformation of Georgia after the Rose Revolution 2004-2019

W pracy omówiono czynniki oraz zakres transformacji systemu politycznego i gospodarczego dokonującej się w Gruzji po rewolucji róż w latach 2004-2019 i przyjęto tezę, zgodnie z którą Gruzja - z większymi i mniejszymi sukcesami - przeszła drogę od państwa upadłego w ostatniej dekadzie XX w. do państwa dobrze prosperującego i atrakcyjnego inwestycyjnie, a także w pewnym stopniu demokratycznego i z rozwijającym się społeczeństwem obywatelskim. Przedstawiono zestaw reform, które sprawiły, że na przestrzeni kilkunastu lat państwo będące na niskim poziomie rozwoju społeczno-ekonomicznego, ze słabo rozwiniętymi instytucjami demokratycznymi stało się podmiotem aspirującym do roli jednego z najbardziej atrakcyjnych inwestycyjnie państw w regionie, a nawet na świecie, szybko budującym świadome i niezależne społeczeństwo obywatelskie.W rozdziale teoretycznym przeprowadzono analizę najważniejszych pojęć odnoszących się do istoty tematu pracy, m.in transformacji, transformacji systemowej, transformacji ustrojowej oraz transformacji gospodarczej.W rozdziale drugim omówiono procesy polityczne w Gruzji we wskazanych ramach czasowych, jak również wydarzenia poprzedzające ten okres, które doprowadziły do spektakularnych wydarzeń z przełomu lat 2003/2004.W rozdziale trzecim dokonano analizy współczesnego otoczenia zewnętrznego Gruzji wpływającego na decyzje polityczne, a także przyjmowane strategie gruzińskiej polityki zagranicznej.Rozdział czwarty poświęcony został sferze ekonomicznej. Przedstawiono w nim reformy gospodarcze wprowadzane w omawianym okresie po rewolucji róż, a także przedstawiono efekty i następstwa tych działań, które doprowadziły do obecnej sytuacji społeczno-ekonomicznej. Wskazano zakres i elementy transformacji gospodarki gruzińskiej ze szczególnym uwzględnieniem czynnika władzy jako katalizatora przemian.Określono również zależności pomiędzy transformacją polityczną i gospodarczą, a zarazem związek między procesem demokratyzacji a liberalizacją gospodarczą.

The thesis discusses the factors and extent of the transformation of the political and economic system taking place in Georgia after the Rose Revolution of 2004-2019 and adopts the thesis that Georgia - with greater and lesser successes - has moved from a failed state in the last decade of the 20th century to a prosperous and investment-attractive state, as well as one that is to some extent democratic and with a developing civil society. A set of reforms is presented which, over several years, turned a state at a low level of socio-economic development, with underdeveloped democratic institutions, into an entity aspiring to become one of the most investment-attractive states in the region and even the world, rapidly building an informed and independent civil society.The theoretical chapter analyses the most important concepts relating to the essence of the topic of the thesis, including transformation, systemic transformation, political transformation and economic transformation.Chapter two discusses the political processes in Georgia in the indicated timeframe, as well as the events preceding this period, which led to the spectacular events of 2003/2004.Chapter three analyses Georgia's contemporary external environment influencing political decisions, as well as the adopted strategies of Georgian foreign policy.The fourth chapter is devoted to the economic sphere. It presents the economic reforms introduced in the period under discussion after the Rose Revolution, as well as the effects and consequences of these measures, which led to the current socio-economic situation. The scope and elements of the transformation of the Georgian economy are indicated, with particular emphasis on the power factor as a catalyst for change.The thesis also identifies the interrelationship between political and economic transformation and, at the same time, the relationship between the democratisation process and economic liberalisation.
