Phenomenon of the shortened term of office of the parliament on the example of the Seym of the X term of office (1989-1991), and of term of office of the Seym (1991-1993) and of the V term of office of the Seym (2005-2007)

“Phenomenon of the shortened term of office of the parliament on the example of the Seym of the X term of office the Polish People's Republic (1989-1991), and of term of office of the Seym of the Republic of Poland (1991-1993) and of the V term of office of the Seym of the Republic of Poland (2005-2007)” consists of 5 chapters. Allocation 1 is presenting the theoretical issues associated with the term of office of the Polish Seym. 2,3,4 Chapter are describing incomplete terms of office of the parliament in the last twenty-year period in Poland. Different political factors decided about shortening the term of office of the individual Seyms. The X Seym of the term of office the Polish People's Republic was chosen on principles established during round-table talks in incomplete democratic choices. Members of Parliament of this parliament together decided that one should dissolve the contractual Seym and to make democratic choices. The Seym and of term of office was multiparty. A lot of the party in the parliament became a cause of conflict with the minority government of Hanna Suchocka. After voting the vote of no confidence through for premieres, the President decided the dissolution of the Sejm. The V term of office of the Seym was also shortened because of conflict of the opposition with the minority government of Jarosław Kaczyński. After leaving the coalition by LPR and the Self-defence the opposition as well as very ruling party submitted the motion for the self-dissolution of the Seym. Chapter 5 is portraying two situations into lives Sejm, when threat of shortening the term of office in 2004 and was 2006 very much real. The whole of the work is finishing recapitulating examinations above institution of shortening the term of office of the parliament.

Praca Pt.” Zjawisko skróconej kadencji parlamentu na przykładzie Sejmu X kadencji PRL ( 1989-1991), I kadencji Sejmu RP ( 1991-1993) i V kadencji Sejmu RP ( 2005-2007)” składa się z 5 rozdziałów. Rozdział 1 przedstawia teoretyczne zagadnienia związane z kadencją polskiego Sejmu. Rozdziały 2,3,4 opisują niepełne kadencje parlamentu w ostatnim dwudziestoleciu w Polsce. Odmienne czynniki polityczne decydowały o skróceniu kadencji poszczególnych Sejmów. Sejm X kadencji PRL został wybrany na zasadach ustalonych podczas Obrad Okrągłego Stołu w niepełni demokratycznych wyborach. Posłowie tego parlamentu wspólnie zadecydowali, że sejm kontraktowy należy rozwiązać i dokonać demokratycznych wyborów. Sejm I kadencji był wielopartyjny. Duża ilość partii w parlamencie stała się przyczyną konfliktu z mniejszościowym rządem Hanny Suchockiej. Po przegłosowaniu wotum nieufności dla premier, Prezydent zadecydował o rozwiązaniu Sejmu. Kadencja V Sejmu również została skrócona z powodu konfliktu opozycji z mniejszościowym rządem Jarosława Kaczyńskiego. Po opuszczeniu koalicji przez LPR i Samoobronę opozycja jak i sama partia rządząca wniosły wniosek o samorozwiązanie Sejmu. Rozdział 5 to ukazanie dwóch sytuacji w życia sejmowego, kiedy groźba skrócenia kadencji sejmu w 2004 i 2006 była bardzo realna.
