The financial management of local government based on the example of Sienno

Finanse samorządu terytorialnego można definiować jako zasoby pieniężne, które posiadają gminy, powiaty, województwa oraz ich związki, stowarzyszenia i porozumienia, operacje dokonywane tymi zasobami i regulacje prawne ich dotyczące. W pracy zostało przedstawione teoretyczne i empiryczne ujęcie tematyki finansów samorządowych. Celem głównym pracy jest prezentacja zasad finansowania samorządów terytorialnych na przykładzie gminy Sienno. W pierwszym rozdziale skupiono się na roli jaką pełni samorząd terytorialny. Przedstawiono zakres działania i zadania gminy. Opisano także kompetencje i sposób wyborów jej podstawowych organów. Zaprezentowano zadania skarbnika i sekretarza gminy oraz rolę jaką pełni urząd gminy (miasta). W drugim rozdziale opisano zasady funkcjonowania gospodarki finansowej gminy. Dokonano charakterystyki funkcji budżetu gminy i zasad budżetowych. Zaprezentowano procedurę budżetową w gminie. Scharakteryzowano także dochody i wydatki gminne. W trzecim rozdziale dokonano analizy gospodarki finansowej gminy Sienno w okresie 2009 - 2011.

Local government finances can be defined as the financial resources which are held by gmina and powiat districts, voivodeships and their relations and agreements, the operations carried out thanks to the resources and the legal regulations that concerns them. The dissertation shows the theoretical and empirical approach to the issues of local government finances. Its main objective is to present principles of financing of local government on the example of Sienno. The first chapter focuses on the role played by the local government. The range of operation and tasks of the municipality are presented in the chapter. It also includes the competence of its main organs and the way they are elected. The tasks of the treasurer and secretary of the gmina district, and the role played by the authorities are also described in the chapter. The second chapter presents the operational principles of the financial management of the gmina district. The functions of the district’s budget and budgetary principles are characterized there. The budgetary procedure in the gmina district is also presented in the chapter. The municipal revenues and expenditures are described there, too. The third chapter features the analysis of the financial management of the Sienno gmina district in the period form 2009 to 2011.
