Kompleksowe podejście Unii Europejskiej: wyzwania dla UE w regionie Sahelu

Koniec reżimu Kaddafiego i Arabska Wiosna wywarły efekt uboczny w regionie Sahelu, który miał być obszarem obejmującym Mali, Niger, Mauretanię, Czad i Burkina Faso. W rzeczywistości terytoria stoją obecnie w obliczu wyzwań, które wpływają zarówno na sferę bezpieczeństwa, jak i rozwoju, obejmujących potrzebę kompleksowych działań, mogących połączyć aspekty bezpieczeństwa i rozwoju. W tym celu UE opracowała strategię Sahelu na rzecz bezpieczeństwa i rozwoju w 2011 r. Oraz regionalny plan działania Sahelu na 2015 r., Który ma przyczynić się do realizacji strategii. Badanie to sprawdza, z perspektywy instytucjonalnej, czy w regionie Sahelu wdrożono kompleksowe podejście UE i jakie trudności napotyka UE w korzystaniu z jej narzędzi, zwłaszcza w odniesieniu do instrumentów finansowych i misji WPBiO rozmieszczonych w Mali i Niger. Rezultatem jest dobrze zdefiniowane kompleksowe podejście w formie papierowej, ale nadal oznacza to brak właściwego wdrożenia w regionie. Rzeczywiście, badania podkreślają potrzebę długoterminowej perspektywy i podkreślają znaczenie bardziej skoordynowanych działań między podmiotami międzynarodowymi i lokalnymi.

The end of the Gaddafi regime, and the Arab Spring had a spillover effect on the Sahel Region, intended as the area that includes Mali, Niger, Mauritania, Chad and Burkina Faso. As a matter of fact, the territories are currently witnessing challenges that affect both the security and development spheres, involving the need of a comprehensive action, able to link security and development aspects. In order to do so, the EU developed the Sahel Strategy for Security and Development in 2011 and the Sahel Regional Action Plan in 2015, meant to contribute to the implementation of the Strategy. This research investigates, from an institutional perspective, whether a EU Comprehensive Approach has been implemented to the Sahel Region and which have been the difficulties encountered by the EU in making use of its tools, especially for what concerns financial instruments, and CSDP missions deployed in Mali and Niger. The result is a well-defined Comprehensive Approach on paper, but that still presents a lack of proper implementation in the Region. Indeed, the research stresses the need for a longer-term perspective and underlines the importance of more coordinated actions between international and local actors.
