The place and role of the Volunteer Fire Brigades in the national security system of the Republic of Poland

Niniejsza praca skupia się na problematyce dotyczącej ochotniczych straży pożarnych (OSP) w systemie bezpieczeństwa narodowego RP. Podejmowana kwestia to niedoceniony aspekt OSP, posiadających odznaczający się potencjał oraz niebagatelne znaczenie dla społeczności lokalnej, jak i całego narodu. Praca podzielona została na trzy rozdziały. Pierwszy ukazuje podstawy prawno-organizacyjne OSP, opiera się na analizie aktów prawnych, strategiach bezpieczeństwa narodowego RP oraz raportach Najwyższej Izby Kontroli. Drugi rozdział to funkcjonowanie OSP, biorąc pod uwagę aspekt współpracy z innymi służbami, w dużej mierze bazujący na zbiorach internetowych. Trzecia część to przykłady działalności wybranych jednostek OSP powiatu gorlickiego, opracowana w całości – na podstawie przeprowadzonych badań empirycznych – wywiadów, ankiet i obserwacji uczestniczącej. Ponadto wykorzystano również metodę analizy porównawczej oraz literatury naukowej. Celem pracy jest pokazanie, że OSP to nie tylko działalność ratowniczo-gaśnicza, ale również edukacyjna, kulturalna i integracyjna.

This paper focuses on the issue of volunteer fire departments (VFD) in the system of national security of the Republic of Poland. Undertaken issue is an unappreciated aspect of VFDs, having a distinctive potential and considerable importance for the local community, as well as the whole nation. The work was divided into three chapters. The first one presents legal and organizational basics of VFD, based on the analysis of legal acts, national security strategies of Poland and reports of the Supreme Chamber of Control. The second chapter is the functioning of VFD, taking into account the aspect of cooperation with other services, largely based on Internet collections. The third part is examples of activities of selected VFD units of Gorlice district, developed in full - on the basis of conducted empirical research - interviews, surveys and participant observation. In addition, the method of comparative analysis and scientific literature was also used. The aim of the work is to show that VFD is not only a rescue and firefighting activity, but also educational, cultural and integrative.
