Direct Democracy on the examples of Poland and Switzerland

Praca magisterska porusza temat funkcjonowania demokracji bezpośredniej w Polsce i Szwajcarii, prezentując jej rozwój oraz porównując kluczowe aspekty demokracji bezpośredniej oraz jej instytucje. Celem pracy jest przedstawienie alternatywnej perspektywy na funkcjonowanie demokracji bezpośredniej poprzez porównanie polskiego i szwajcarskiego modelu za pomocą analizy nastrojów społecznych wobec referendum na podstawie przeprowadzonej ankiety. Pierwszy rozdział pracy skupia się na definicji i genezie demokracji, ewolucji demokracji w Polsce od 1989 roku, analizując zmiany konstytucyjne oraz legislacyjne. Opisane są obecne w Polsce formy demokracji bezpośredniej takie jak referendum, inicjatywa ludowa, konsultacja ludowa jak i również znajduje się podrozdział poświęcony praktyce referendalnej w kraju. Analogicznie do pierwszego rozdziału, drugi rozdział przedstawia historię i rozwój demokracji w Szwajcarii, z uwzględnieniem instytucji demokracji bezpośredniej jak i praktyki referendalnej, która stanowi wzór do naśladowania w tej kwestii. Trzeci rozdział stanowi część porównawczą pracy, analizuje postawy obywatelskie i zawiera kwestie metodologiczne przeprowadzonego badania jak i również jego wyniki. Postawiona hipoteza na początku zawierała założenie, iż duża część Polaków nie wzięła udziału w przeprowadzonym w Polsce referendum w 2023 r. ze względu na nieodpowiednią treść w zadanych w nim pytaniach. Zarazem założenie było, iż wyraźny jest brak zainteresowania wobec tej formy demokracji bezpośredniej wśród polskich obywateli. Hipotezy te znalazły swoje potwierdzenie po analizie wyników przeprowadzonych badań, skłaniając do myślenia o możliwych przyczynach takiej postawy obywatelskiej.

The master's thesis addresses the functioning of direct democracy in Poland and Switzerland, presenting its development and comparing key aspects of direct democracy and its institutions. The aim of the thesis is to present an alternative perspective on the functioning of direct democracy by comparing the Polish and Swiss models through the analysis of social attitudes towards referendums based on a conducted survey. The first chapter focuses on the definition and genesis of democracy, the evolution of democracy in Poland since 1989, analyzing constitutional and legislative changes. It describes the current forms of direct democracy in Poland, such as referendums, popular initiatives, and public consultations. As well there is a subchapter dedicated to the practice of referendums in the country. Similarly to the first chapter, the second chapter presents the history and development of democracy in Switzerland, including the institutions of direct democracy in that country and the practice of referendums, which serves as a model to be emulated in this regard. The third chapter constitutes the comparative part of the thesis, analyzing social attitudes towards referendum and contains the methodological issues of the conducted research as well as its results. The formulated hypothesis at the beginning assumed that a large part of Poles did not participate in the referendum conducted in Poland in 2023 due to the inappropriate content of the questions asked. It was also assumed that there is a clear lack of interest in this form of direct democracy among Polish citizens. These hypotheses were confirmed after analyzing the research results, leading to considerations about the possible reasons for such attitudes among polish citizens.
