Complaints and proposals in administrative proceedings.

Celem pracy jest zaprezentowanie postępowania w sprawach skarg i wniosków jako narzędzia umożliwiającego realny wpływ obywatela na kształt i funkcjonowanie administracji publicznej. Praca stanowi prezentację wszystkich etapów administracyjnego postępowania uproszczonego, z podkreśleniem służebnej roli administracji publicznej wobec społeczeństwa. Analiza pozycji skarżącego i wnioskodawcy przez pryzmat jego praw i obowiązków dowodzi, że zamiar ustawodawcy, by prawo do składania skarg i wniosków było dostępne dla wszystkich obywateli, został w pełni zrealizowany.

The aim of this work is to present the proceedings in complaints and proposals as a tool that allows real influence of a citizen on the shape and functioning of public administration. The work is a presentation of all stages in the simplified administrative proceeding, with the emphasis on the ancillary role of public administration towards the society. The analysis of the position of the complainant and petitioner in the view of their rights and obligations proves that the intention of the legislator to make the right to complain and propose widely accessible to all citizens has been entirely fulfilled.
