Perspektywy wzrostu bezpieczeństwa energetycznego Polski. Analiza stanu faktycznego i możliwości rozwoju

dc.abstract.enThe work presents the analysis of the actual state, ongoing investments, as well as future projects in the polish energy sector, which have a direct impact on the state of energy security of the country. The dynamics of changes taking place in the international energy sector, also has an impact on Poland. The need to adapt to climate change, and thus the introduction of a low-carbon economy, is one of the biggest challenges facing not only the sector, but also the entire state and its decision makers. In order to achieve climate goals, and at the same time diversify the directions of raw materials supply, the polish government is taking steps leading to a deep energy transformation. This transformation is based on several priorities, which include improving energy efficiency, reducing the sector's impact on the environment, and strengthening energy security. These goals are to be achieved through the diversification of sources of raw materials, expansion of the transmission infrastructure, introduction of renewable energy sources into the energy mix, construction of a nuclear power plant, as well as modernization of existing power connections and popularization of prosumer attitude in society. Investments, such as the expansion of the LNG terminal in Świnoujście or the construction of the Baltic Pipe gas pipeline, give real opportunities to achive these plans.In the international system, in addition to good intentions, there are also conflicts of interest. Undoubtedly, such a conflict occurs between Poland and Russia. The implementation of the second branch of the Northern Gas Pipeline and the LNG sector being developed in Russia, indicate an attempt to compete internationally for European markets with the USA, which Poland is trying to perform in tandem. The implementation of all the proposals presented above was included in the draft Polish Energy Policy till 2040, a document which, despite many disadvantages and political foundations, as one of the few shows the possibility of obtaining energy independence from the Kremlin. Meeting this goal will certainly be an added value for Poland's energy security and will open new paths for the development of this sector in the country.pl
dc.abstract.plPraca przedstawia analizę stanu faktycznego, trwające inwestycje, a także przyszłościowe projekty w polskim sektorze energetycznym, które mają bezpośredni wpływ na stan bezpieczeństwa energetycznego kraju. Dynamika zmian zachodząca w międzynarodowej energetyce ma także wpływ na Polskę. Konieczność dostosowania się do zmiany klimatu, a co za tym idzie wprowadzenie niskoemisyjnej gospodarki, to jedno z największych wyzwań stojących nie tylko przed sektorem, ale też całym państwem i jego decydentami. Aby zrealizować klimatyczne cele, a przy tym dywersyfikować kierunki dostaw surowców, polski rząd podejmuje kroki prowadzące do głębokie transformacji energetycznej. Owa transformacja opiera się na kilku priorytetach, do których należą polepszenie efektywności energetycznej, zmniejszenie wpływu sektora na środowisko, a także wzmocnienie bezpieczeństwa energetycznego. Cele te mają być realizowane za pomocą dywersyfikacji źródeł pochodzenia surowców, rozbudowie infrastruktury przesyłowej, wprowadzeniu do miksu energetycznego odnawialnych źródeł energii, budowie elektrowni jądrowej, a także modernizacji istniejących połączeń elektroenergetycznych i popularyzacji prosumenckiej postawy w społeczeństwie. Inwestycje takie, jak rozbudowa terminala LNG w Świnoujściu, czy budowa gazociągu Baltic Pipe, dają realne szanse na spełnienie tych planów. W systemie międzynarodowym poza dobrymi chęciami istnieją również konflikty interesów. Bezsprzecznie takowy konflikt występuje między Polską a Rosją. Realizacja drugiej nitki Gazociągu Północnego i rozwijany w Rosji sektor LNG wskazują na próbę podjęcia międzynarodowej rywalizacji o europejskie rynki z USA, z którym w tandemie stara się występować Polska. Realizacja wszystkich przedstawionych wyżej propozycji zawarta została w projekcie Polityki Energetycznej Polski do 2040, dokumencie, który mimo wielu wad i politycznych podstaw, jako jeden z niewielu ukazuje możliwość uzyskania niezależności energetycznej od Kremla. Spełnienie tego celu będzie z pewnością wartością dodaną dla stanu bezpieczeństwa energetycznego Polski i otworzy nowe drogi dla rozwoju tego sektora w kraju.pl
