The phenomenon of corruption in the health sector and ways to combat it

WSTĘP. Korupcja jest zjawiskiem szkodliwym, które skutkuje szeregiem negatywnych konsekwencji. Sektor ochrony zdrowia jest jednym z najbardziej podatnych na zagrożenia korupcyjne, a czynnikiem temu sprzyjającym jest jego specyfika.CEL PRACY. Identyfikacja i charakterystyka współcześnie występujących zagrożeń korupcyjnych sektorze ochrony zdrowia oraz sposobów przeciwdziałania tak jak prezentowane są w aktualnej literaturze przedmiotu ze szczególnym akcentem na kontekst polski.METODY. Przegląd literatury poświęconej zjawisku korupcji oraz sposobom jej zapobiegania. Przeglądowi podlegały publikacje naukowe, literatura szara, oraz akty prawne i dokumenty polityczne.WYNIKI. Eliminowanie zagrożeń korupcyjnych w ochronie zdrowia ma istotne znaczenie z perspektywy funkcjonowania systemu. W Polsce działają instytucje mające za zadanie zwalczanie korupcji. Jednakże stwierdzono, że jedną z kluczowych barier w zwalczaniu korupcji jest brak jasnego zdefiniowania faktycznego zakresu tego pojęcia – szczególnie w obszarach granicznych – co skutkuje brakami w świadomości społecznej (zarówno wśród pacjentów jak i profesjonalistów systemu) tego co powinno być piętnowane.WNIOSKI. Trudnością w walce z korupcją jest brak dokładnego określenia sposobu rozumienia pojęcia. W celu ujednolicenia sposobu postrzegania zjawiska wśród aktorów systemu, należy ustalić jasną definicję pojęcia oraz określić jego ramy, co ułatwiłoby eliminację zagrożeń z tego obszaru. Aby niwelować problem korupcji w sektorze należy podjąć długofalowe działania, które powinny się skupiać na zmianie nastrojów społecznych w tym obszarze. Wysoka świadomość społeczeństwa na temat zagrożeń i skutków korupcji jest jednym z głównych czynników ograniczających rozprzestrzenianie się zjawiska.

INTRODUCTION. Corruption is a damaging phenomenon that results in a number of negative consequences. Due to its specificity, the health sector is one of the most vulnerable to corruption threats.WORK OBJECTIVE. To identify and characterise contemporary corruption threats in the health sector and ways to counteract them as they are presented in the literature on the subject; with the Polish context at the forefront.METHODS. Literature review of the sources on the phenomenon of corruption and ways to prevent it. Selected sources include scientific publications, grey literature as well as legal acts and political documents.RESULTS. Eliminating corruption threats in health care is important from the perspective of the system's functioning. In Poland, there are institutions in place to combat corruption. However, it was found that one of the key challenges for the combating of corruption is the lack of common and precise understanding of the concept – especially when it comes to border cases – which results in social awareness (among patients and health professionals) of the practices that should be eliminated.CONCLUSIONS. A difficulty in the fight against corruption is the lack of a precise understanding of the concept. In order to unify the perception of the phenomenon among the actors of the system, a clear definition of the concept should be established and its framework should be defined, which would facilitate the elimination of threats from this area. In order to eradicate the problem of corruption in the sector, long-term measures should be taken, which should focus on changing public sentiment in this area. High public awareness of the dangers and consequences of corruption is one of the main factors limiting the spread of the phenomenon.
