Tasks of communes in the field of social assistance

Celem mojej pracy dyplomowej jest przede wszystkim opisanie zadań gmin z zakresu pomocy społecznej dla ludzi dotkniętych życiowymi problemami. W trzech rozdziałach przybliżę podstawowe pojęcia z zakresu wiedzy teoretycznej na temat pomocy społecznej na podstawie różnych źródeł. Jednocześnie rozwinę ich rodzaje oraz obszar ich przyznawania na terenie gmin. Pierwszy rozdział jest w całości poświęcony działaniom pomocy społecznej na terytorium RP. Na podstawie Ustawy o pomocy społecznej z 2004 r. przytoczę ogólne jej pojęcie i genezę powstania tego terminu. Następnie zagłębie się w jej najważniejsze cele, zadania oraz funkcję pozwalające na sprawniejsze wykonywanie całości zadań. W rozdziale tym będą również opisane podstawowe świadczenia oferowane przez pomoc społeczną dla osób tego potrzebujących, a dodatkowo zakres i kryteria ich przyznawania. W drugim rozdziale przedstawiłam terminologię systemu zadań gminy w zakresie pomocy społecznej. W pierwszej kolejności przytoczę podstawy prawne ich wykonywania w świetle ustawowym. Zastosuje podział na trzy różne warianty wraz z opisaniem każdego z osobna. Pozwoli nam to na klarowniejsze przyswojenie struktury owego systemu i ściślejsze przeanalizowanie ich działania. Gmina jest jednym z jednostek organizacji społeczności lokalnej. Nad realizacją jej zadań konieczne jest sprawowanie kontroli i nadzoru. Ich szczegóły zostały zawarte przeze mnie w punkcie 2.3, aby przybliżyć sposób wykonywania tych czynności oraz podkreślić cel i rolę tych terminów. Zarys teoretyczny pozwala nam tylko domniemywać, co tak naprawdę dzieje się w praktyce i czy ten system naprawdę działa.W ostatnim punkcie tego rozdziału zawarłam informacje otrzymane w drodze dostępu do informacji publicznej, od jednego z Gminnych Ośrodków Pomocy Społecznej. Na podstawie gminy Miechów przedstawię dane statystyczne, mówiące o zapotrzebowaniu jej mieszkańców do poboru świadczeń z zakresu pomocy społecznej, co pozwoli nam wyciągnąć wnioski na temat rzeczywistego zainteresowania tym systemem, jak i jego ofertami. Trzeci rozdział zatytułowany podsumowaniem skupia się głownie na konkluzjach na temat systemu pomocy społecznej w naszym kraju oraz moich własnych wniosków zaczerpniętych podczas pisania tej pracy. Oprócz ukazania całokształtu zadań wykonywanych przez gminę ta praca ma na celu również przedstawienie jak pomoc społeczna zmienia się na przestrzeni minionych lat z uwagi na zachodzące w niej zmiany demograficzne.

The aim of my diploma thesis is primarily to describe the tasks of communes in the field of social assistance for people affected by life. In three chapters I will present the basic concepts of theoretical knowledge about social assistance based on various sources. At the same time, I will develop their types and the area of ​​their distribution in communes.The first chapter is entirely devoted to the activities of social assistance in the territory of the Republic of Poland. On the basis of the Act on Social Assistance of 2004, I will present its general concept and the origin of this concept. Then, delve into its most important goals, tasks and functions that allow you to complete all tasks more efficiently. This chapter will also describe the basic benefits offered by social assistance to people in need, as well as the scope and criteria for their allocation. In the second chapter, I presented the terminology of the commune's task system in the field of social assistance. First of all, I will mention the legal basis for their implementation in the light of the law. It will divide into three different variants, with each description being described separately. This will allow us to better understand the structure of this system and analyze its operation in more detail. The commune is one of the units of the local community organization. It is necessary to exercise control and supervision over the implementation of its tasks. Their details are included in point 2.3 in order to explain how to perform these activities and to emphasize the purpose and role of these concepts. The theoretical outline allows only guessing what is really happening in practice and whether this system really works.In the last point of this chapter, I have included information obtained thanks to access to public information from one of the Municipal Social Welfare Centers. On the basis of the Miechów commune, I will present statistical data on the demand of its inhabitants for receiving social assistance benefits, which will allow to draw conclusions about the real interest in this system and its offers. The third chapter, entitled Summary, focuses mainly on conclusions about the social welfare system in our country and on own conclusions drawn while writing this work. In addition to showing the entirety of the tasks carried out by the commune, this work also aims to show how social welfare has changed in recent years as a result of the demographic changes taking place in it.
