Position in the state and function of General Courts in the Spain

Tematem mojej pracy jest pozycja ustrojowa i funkcje parlamentu hiszpańskiego, który nosi nazwę Kortezy Generalne i składa się z Kongresu Deputowanych i Senatu. W pierwszym rozdziale dokonałam ogólnej charakterystyki ustroju państwa hiszpańskiego, a także nawiązałam do wydarzeń historycznych, które moim zdaniem miały wpływ na jego obecny ustrój i pozycję parlamentu. Wskazałam główne założenia obecnej Konstytucji Hiszpanii uchwalonej w 1978 roku, a także omówiłam rolę i znacznie poszczególnych organów w państwie. W dalszej części pracy skoncentrowałam się na roli Kortezów Generalnych jako reprezentacji ludu hiszpańskiego. Przedstawiłam również przyczyny dwuizbowości parlamentu, cechę nietykalności i autonomii, które chronią go przed ingerencją i naciskami ze strony innych władz. Opisałam także zasady wybierania członków obu izb, a także przypadki skrócenia kadencji Kortezów Generalnych. W swojej pracy skoncentrowałam się na funkcjach wykonywanych przez parlament, do których należy funkcja ustawodawcza, kontrolowanie działalności rządu, zatwierdzanie budżetu i inne kompetencje przyznane im przez konstytucję, a także na roli obu izb w ich wykonywaniu. Rozdział V poświęciłam relacjom Kortezów Generalnych z innymi organami państwa. Moim celem było przedstawienie pozycji ustrojowej parlamentu pokazując ich relacje i wzajemne oddziaływanie z innymi organami, a także dokonując analizy wykonywanych przez nie funkcji.

The subject of my thesis is position in the state and functions of Spanish, which is called General Courts and consist of Congress of Deputies and Senate. First chapter presents a general description of Spain’s political system with emohasis on historical events, which in my opinion had infuance on current status of political situation and spanish parliament position. In next part presents the principles of Spanish Constitution established in 1978 year and the role and meaning of the powers in the state.In next part I focused on the role of General Courts as representation of spanish population and presented the explanation of two-chamber parliment, its untouchableand autonomy, which protect parliament from subsidiary authorities’ interference and influence. I described the rules of chambers’ members election and exceptions of General Courtscadence time reduction. In my thesis I focused on the role of the chambers and on the parliament role, which is legislation, government activity control, budget management and others activities established in constitution. Chapter 5 is dedicated the relations between General Courts and other police authorities. The aim of my thesis was presentation of spanish parliament position by showing its internal relations and interactions with other political organizations and by profound analysis of its function.
