Participation of the prosecutor in administrative procedure

Niniejsza praca stanowi dogłębną analizę udziału prokuratora w postępowaniu administracyjnym w polskim porządku prawnym. Praca została podzielona na trzy rozdziały, które łącznie opisują przemiany w zakresie regulacji prawnych, a także obszernie przedstawiają uprawnienia prokuratora w zakresie postępowania administracyjnego. Pierwszy rozdział jest analizą wybranych regulacji historycznych, a także stanowi wstęp do dalszych rozważań. Rozdział drugi opisuje formy aktywności prokuratora w postępowaniu, natomiast rozdział trzeci został poświęcony działalności prokuratorskiej w stosunku do rozstrzygnięć ostatecznych. Praca zawiera kompleksowy wywód na temat szczególnych uprawnień prokuratora i udowadnia, że nie bez powodu nazywany jest on strażnikiem praworządności.

This master’s thesis provides an in-depth analysis of the prosecutor's involvement in administrative proceedings in the Polish legal system. The thesis has been divided into three chapters, which describe the changes in legislation as a whole, and extensively present the prosecutor's powers in administrative proceedings. The first chapter, being an analysis of selected historical regulations, is an introduction to further considerations. The second chapter describes the forms of activity of the prosecutor in the proceedings, while the third chapter is devoted to the prosecutor's activities in relation to the final decisions. The work contains a comprehensive statement about the special powers of the prosecutor and proves that he is not without reason called the guardian of the rule of law.
