Constitutional Position of the Council of State as the collegiate head of state in the People's Republic of Poland

Niniejsza praca poświęcona jest Radzie Państwa jako kolegialnej głowie państwa w PRL. Organ ten funkcjonował w latach 1952 -1989. Należał, obok Sejmu, do jednego z dwóch organów naczelnych w PRL. Był emanacją parlamentu. Zapewniała ciągłość najwyższego kierownictwa państwowego w związku z secesyjnym trybem pracy Sejmu. Ze względu na zniesienie urzędu prezydenta Rada Państwa pełniła rolę kolegialnej głowy państwa. Szczególną rolę odegrała w okresie stanu wojennego. Praca ukazuje genezę Rady Państwa, jej kompetencję oraz pozycję ustrojową. Szczególny nacisk kładzie na omówienie kompetencji Rady jako głowy państwa oraz działania rady związane z wprowadzeniem stanu wojennego.

The main purpose of the project is to present the Council of State as the collegiate head of state in the People's Republic of Poland. This jurisdiction body functioned in the years 1952-1989. It belonged, next to the parliament, to one of the two supreme organs in the Polish People's Republic. It was the core of parliament. The Council of State ensured the continuity of the highest state leadership in connection with the secession mode of work of the parliament. Due to the abolition of the office of president, the Council of State played the role of the collegial head of state. It played a special role during the martial law period. The work shows the genesis of the State Council, its competence and political position. It places particular emphasis on discussing the powers of the Council as the head of state and the activities of the council related to the introduction of martial law.
