Conceptualising geopolitical securitisation of resilience-building in the EU's eastern neighbourhood
Russian full-scale military invasion of Ukraine in 2022 had accelerated the ongoing geo-politicisation of resilience-building within the framework of the EU eastern neighbourhood policy. The EU begun to speak and act—although not so decisively—as neo-geopolitical power in its eastern neighbourhood. Resilience-building as the EU’s modus operandi in turbulent eastern neighbourhood has been shaped increasingly by growing demand of geopolitical might. This holds true for the EU institutions, EU member states, and some eastern neighbours alike. In order to be and act effectively as normative resilience-building power, the EU has been faced with a dilemma of how to strike the balance between the politics of geopolitical influence in security terms and the policy of technocratic resilience governance in a fragile neighbourhood. This chapter draws a panoramic perspective on a particular kind of conceptual Zeitenwende in scholarly discourse surrounding paramount geo-politicisation as well as de facto (in)securitisation of the EU’s resilience-building in its neighbourhood after Putin’s invasion of Ukraine in 2022.
