The financial management of the local self-government units in the commune of Złota

Praca magisterska poświęcona jest ocenie gospodarki finansowej jednostki samorządu terytorialnego. Analiza dochodów i wydatków budżetowych została przeprowadzona na przykładzie Gminy Złota. Głównym celem pracy była charakterystyka wszystkich szczebli samorządu terytorialnego ze szczególnym uwzględnieniem gminy jako najmniejszej jednostki samorządowej, przedstawienie jej struktury organizacyjnej, zadań oraz źródeł finansowania. Praca składa się z pięciu rozdziałów: czterech teoretycznych i jednego empirycznego. Część teoretyczna dostarcza najważniejszych informacji na temat: istoty samorządu terytorialnego, gospodarki budżetowej gminy, klasyfikacji dochodów i wydatków jednostek samorządu terytorialnego oraz kontroli finansowej w tych jednostkach. W części praktycznej analizie i ocenie poddane zostały dochody i wydatki Gminy Złota w latach 2007-2011. Analiza wykonania dochodów i wydatków budżetowych w przyjętym okresie posłużyła jako instrument do oceny prawidłowości funkcjonowania gospodarki finansowej wybranej jednostki. Analiza finansowa została przeprowadzona na podstawie rocznych sprawozdań z wykonania budżetu.

In my master thesis I try to assess the financial management of a unit of the self- government. I carried out my analysis of the budget revenue and expenditure in the Commune of Złota. The aim of my thesis was to describe all the levels of the local self-government, especially the commune as the smallest unit of the local self-government. I also described its organizational structure, tasks and sources of founding. My thesis consists of five chapters: four theoretical and one empirical. The theoretical part provides key information on the nature of the local self-government, commune budget economy, the classification of revenue and expenditure of these self-government units. In the practical part of the thesis I analyze and assess the revenue and expenditure of the Commune of Złota from 2007 to 2011. The analysis of the implementation of the budget revenue and expenditure served as an assessment instrument of the proper functioning of the chosen unit.
