Wpływ zróżnicowanej integracji na reformę ustrojową Unii Gospodarczej i Walutowej (2010-2024)

Biorąc pod uwagę rosnące znaczenie zróżnicowania w procesie integracji europejskiej, niniejsza praca ma na celu analizę i ocenę wpływu zróżnicowanej integracji na proces reformy ustrojowej Unii Gospodarczej i Walutowej w latach 2010-2024. Poprzez przedstawienie kompleksowego opisu i charakterystyki zróżnicowanej integracji obecnej w UGiW przed i po reformie, praca bada wpływ zróżnicowanej integracji na dynamikę i końcowe rezultaty reformy. W tym celu, w analizie wykorzystano dwa podejścia teoretyczne: Zróżnicowaną Integrację oraz teorię Optymalnych Obszarów Walutowych. Praca została podzielona na trzy rozdziały. Pierwszy rozdział wprowadza teoretyczne koncepcje wykorzystane w analizie, drugi rozdział skupia się na analizie struktury instytucjonalnej UGiW przed reformą, ze szczególnym uwzględnieniem deficytów instytucjonalnych i zróżnicowania, natomiast trzeci rozdział analizuje proces reformy ustrojowej UGiW od 2010 do 2024 roku. Wyniki przeprowadzonej analizy sugerują, iż zróżnicowana integracja miała głęboki wpływ na dynamikę i przebieg reformy ustrojowej UGiW. Tematyka zróżnicowania była obecna w dyskursie nad reformą ustrojową. Dodatkowo, ta metoda integracji została również zastosowana w nowo wypracowanych rozwiązaniach instytucjonalno-prawnych. Mimo że reforma doprowadziła do znacznego pogłębienia zróżnicowania, w tym do powstania nowych form zróżnicowania w UGiW, analiza wykazała, że integracja wielu prędkości jest nadal dominująca w Unii Gospodarczej i Walutowej, co w dużej mierze potwierdza wzorzec widoczny w UGiW przed reformą. Chociaż użycie zróżnicowanej integracji wpłynęło pozytywnie na dynamikę reformy, pozwalając na pogłębienie integracji w przypadkach, gdy nie wszystkie państwa członkowskie były skłonne do dalszej integracji, umożliwiając w ten sposób wprowadzenie zmian poprawiających stabilność UGiW, jak pokazuje przykład Unii Bankowej, zróżnicowanie nie było wystarczające, aby wprowadzić reformy, które można uznać za niezbędne dla długoterminowej stabilności Unii Gospodarczej i Walutowej, takie jak Europejski System Gwarantowania Depozytów, czy budżet strefy euro.

Given the growing predominance of differentiation as a mode of integration within the European Union, this thesis aims to assess the impact of differentiated integration on the system reform of the Economic and Monetary Union. Specifically, by providing a comprehensive account and characterisation of differentiated integration within the EMU prior to and following the reform, this thesis investigates the impact of differentiation on the dynamics and the outcomes of the reform. To achieve this aim, the thesis utilises two theoretical approaches: Differentiated Integration and the theory of Optimum Currency Areas. The analysis is divided into three chapters. The first chapter introduces the theoretical concepts used in the analysis, the second chapter analyses the institutional structure of the EMU prior to the reform, with a specific focus on the institutional deficits and differentiation, while the third chapter analyses the process of the system reform of the EMU from 2010 until 2024. The findings suggest that differentiated integration has had a profound impact on the dynamics and the process of the system reform of the EMU. The topic of differentiation was widely present in the discourse surrounding the reform. Furthermore, differentiation as a mode of integration was also utilised in the new legal and institutional solutions. While the reform has led to a significant deepening of differentiation, and the emergence of new forms of differentiated integration within the EMU, the analysis reveals that multi-speed integration remains to be the prevailing mode of differentiation within the EMU, thus largely confirming the pattern visible in the EMU prior to the reform. Although differentiation has aided the reform by allowing the integration process to deepen in cases when not all member states were willing to integrate further, thus bringing about changes that improve the stability of the EMU, as shown by the example of the Banking Union, it has nonetheless not proven sufficient to ensure the reforms deemed as necessary to guarantee the long-term stability of the Economic and Monetary union, such as the European Deposit Insurance Scheme or the eurozone budget.
