European Union Against Disinformation. The Institutional Dimension of Building Resilience: from StratCom to the Rapid Alert System

dc.abstract.enHow can a democratic society respond to disinformation in the modern age, and what methods are available at the highest levels? Disinformation has become a widespread discursive manifestation of the current worldwide political climate since the past decade. Tackling the phenomenon, without a doubt, necessitates a relentless emphasis on researching and analysing the steps taken by states, social platforms, international or local organisations. Hence, the thesis sets out to explore the traits of the EU’s discourse on online disinformation and research the concept of building resilience against disinformation campaigns. For this reason, this study examines the EU's counter-disinformation policies, which have been set in action since 2015, when the Union recognized the phenomenon as a threat to democracy. Subsequently, in 2018, the EU unveiled a new strategy to address digital disinformation followed by a self-regulatory Code of Practice and the communication about tackling COVID- 19 disinformation in 2020. The study of disinformation is undoubtedly complex due to the wide variety of actors involved, ongoing technological developments, individual psychological mechanisms and the difficulty of defining the concept. Therefore, the dissertation will narrow down its focus on the main strategic points found in the EU sources regarding disinformation. A content analysis was performed to analyse the information and categorise distinct key concepts derived from the selected material. This study will be another step to enhance our understanding of this phenomenon and learn more about modern counter-disinformation strategies applied at the institutional level.pl

Dezinformacja stała się powszechną dyskursywną manifestacją obecnego klimatu politycznego na świecie. Zmierzenie się z tym zjawiskiem wymaga bez wątpienia nieustannego nacisku na badanie i analizę działań podejmowanych przez państwa, platformy społeczne, organizacje międzynarodowe czy lokalne. W związku z tym praca ma na celu zbadanie cech dyskursu UE na temat dezinformacji w Internecie oraz zbadanie koncepcji budowania odporności na kampanie dezinformacyjne. Z tego powodu w niniejszym opracowaniu przeanalizowano politykę UE w zakresie przeciwdziałania dezinformacji, która została wprowadzona w życie od 2015 r., kiedy Unia uznała to zjawisko za zagrożenie dla demokracji. Następnie w 2018 r. UE przedstawiła nową strategię przeciwdziałania dezinformacji cyfrowej, a następnie samoregulacyjny kodeks postępowania i komunikat w sprawie zwalczania dezinformacji na temat COVID-19 w 2020 r. Badanie dezinformacji jest niewątpliwie złożone ze względu na dużą różnorodność podmiotów, postępujące zmiany technologiczne, indywidualne mechanizmy psychologiczne i trudności w zdefiniowaniu pojęcia. W związku z tym rozprawa koncentruje się na głównych kwestiach strategicznych, które zawarte są w dokumentach źródłowych UE dotyczących dezinformacji. Aby przeanalizować informacje i skategoryzować różne kluczowe pojęcia wywodzące się z wybranego materiału, przeprowadzono analizę treści. Niniejsze badanie będzie kolejnym krokiem do lepszego zrozumienia tego zjawiska i lepszego poznania nowoczesnych strategii przeciwdziałania dezinformacji stosowanych na poziomie instytucjonalnym.pl
