Analysis of budget the local government unit as exemplified by the Pińczów municipality

Przedmiotem pracy jest budżet jednostki samorządu terytorialnego, który odzwierciedla istniejącą sytuację ekonomiczną. Analiza budżetu pozwala uzyskać informację o źródłach finansowania działalności samorządu lokalnego oraz o kierunkach jego rozwoju. Celem głównym pracy jest analiza budżetu jednostki samorządu terytorialnego (gminy). Przykładem empirycznym, na którym opiera się analiza - jest budżet gminy Pińczów w latach 2010 – 2013.W rozdziale pierwszym poruszono znaczenie gminy w strukturze Państwa. Zaprezentowano gminę, jako podstawową jednostkę samorządu terytorialnego, jej organy i zakres działania. W drugim rozdziale przedstawiono sytuację społeczno - gospodarczą gminy Pińczów. Rozdział trzeci poświęcono budżetowi. Zawarte w nim zostały zagadnienia proceduralne związane z opracowaniem, uchwaleniem, wykonaniem i kontrolą budżetu. Rozdział czwarty zawiera rozważania dotyczące struktury budżetu, w tym szczególnie wydatków i dochodów budżetowych. Natomiast w rozdziale piątym przeprowadzono analizę budżetu gminy Pińczów za lata 2010-2013.

The object of the study was a broad question, what is the budget of the local government that reflects the existing economic situation. Budget analysis allows to get information on sources of financing local government and the directions of its development. The main objective of this study was to analyze the budget of local government units (municipalities). An empirical example in which the analysis was based -Pińczów- municipal budget in the years 2010 – 2013.The first chapter deals with the importance of the commune in the structure of the State. Presented the municipality as the basic unit of local government, authority and scope. The second chapter presents the socio - economic commune Pińczów. The third chapter is the notion of approximate budget. In this chapter were included procedural issues related to the development, enactment, implementation and control of the budget. The fourth chapter contains a discussion of the structure of the budget including expenditure and revenue. In the fifth chapter an analysis of the municipal budget Pińczów for the years 2010-2013 was analyzed.
