Execution of municipal economy tasks in the example of Mszana Dolna municipality.

Celem niniejszej pracy było zdefiniowanie i opisanie zadań gminy z zakresu gospodarki komunalnej, które zobrazowano przykładami ich realizacji w gminie Mszana Dolna. W oparciu o przepisy ustawy o gospodarce komunalnej przedstawiono koncepcję gospodarki komunalnej, wyjaśniono czym jest pojęcie użyteczności publicznej, a także omówiono jakie formy organizacyjno-prawne są wykorzystywane w tym kontekście. Następnie korzystając z literatury prawniczej a także Konstytucji RP sklasyfikowano zadania jednostek samorządu terytorialnego, z szczególnym uwzględnieniem zadań własnych i zleconych gminy. W kolejnej części pracy wykorzystując dane z Głównego Urzędu Statystycznego przedstawiono gminę Mszana Dolna. Opisano lokalizację gminy, jej granice administracyjne oraz demografię i charakterystykę gospodarczą. Ostatni rozdział pracy poświęcono zadaniom, które gmina Mszana Dolna realizuje w obszarze gospodarki komunalnej. Szczegółowo opisano najważniejsze aspekty związane z gospodarowaniem odpadami, utrzymaniem dróg oraz zaopatrzeniem gminy w wodę i odprowadzeniem ścieków. Przeprowadzona analiza pozwala na pełne zrozumienie roli i obowiązków gminy w dziedzinie gospodarki komunalnej.

The aim of this study was to define and describe the municipal tasks in the field of communal economy, which were illustrated by examples of their implementation in the municipality of Mszana Dolna. Based on the provisions of the Municipal Economy Act, the concept of communal economy was presented, the notion of public utility was explained, and the organizational and legal forms used in this context were discussed. Subsequently, using legal literature and the Constitution of the Republic of Poland, the tasks of local government units were classified, with a particular focus on the municipality's own tasks and delegated tasks. In the next part of the study, utilizing data from the Central Statistical Office, the municipality of Mszana Dolna was presented. The location of the municipality, its administrative boundaries, demographics, and economic characteristics were described. The final chapter of the study was dedicated to the tasks that the municipality of Mszana Dolna carries out in the field of communal economy. The most important aspects related to waste management, road maintenance, and the provision of water supply and wastewater disposal for the municipality were detailed. The analysis conducted allows for a comprehensive understanding of the role and responsibilities of the municipality in the field of communal economy.
