US Foreign Policy in Central and South America in the 1970s and 1980s

Celem pracy jest dokładne i precyzyjne opisanie polityki zagranicznej USA w regionie Ameryki Łacińskiej w latach 70. i 80. XX. wieku. W szczególności, skupiono uwagę na wyjaśnieniu celów amerykańskiej polityki zagranicznej podczas zimnej wojny i ukazaniu mechanizmów i środków do osiągnięcia tych celów. Praca jest podzielona na trzy rozdziały, każdy z nich zaś podzielony jest na podrozdziały. Pierwszy rozdział poświęcony jest rewolucji kubańskiej oraz jej późniejszemu wpływowi na kształtowanie się amerykańskiej polityki zagranicznej w regionie. Zawiera także przykłady ingerencji USA w politykę państw latynoamerykańskich w latach 60. Drugi rozdział analizuje wydarzenia w Argentynie i Chile w latach wojskowych dyktatur. Praca zawiera informacje dotyczące kooperacji służb wywiadowych państw latynoamerykańskich i rzuca światło na amerykańskie uwikłanie w proces prześladowania opozycji. Trzeci rozdział zawiera przegląd przyczyn i celów rewolucji sandinistowskiej, a także wojny w Salwadorze. Wstęp i krótki zarys historyczny ma na celu lepiej ukazać sytuacje w opisywanych w pracy krajach. Jego główną funkcją jest ukazanie kontekstu, w celu lepszego zrozumienia historii Ameryki Łacińskiej oraz poszczególnych państw opisywanych w pracy.Kolejnym celem pracy było ukazanie różnych rodzajów środków stosowanych w kolejnych latach przez różne administracje. Pomimo tytułu sugerującego, skupienie się na polityce USA w latach 70. i 80, praca zawiera znaczący rozdział pierwszy opisujący rewolucję kubańską oraz dwa inne ważne wydarzenia tej dekady zawierającej amerykańskie zaangażowanie w politykę wewnętrzną państw regionu. W opinii autora było to niezbędne dla lepszego zrozumienia późniejszych wydarzeń w kolejnych dekadach. Wybór wydarzeń opisanych w pracy ma oczywiście, w obliczu ogromu wszelkich wydarzeń w Ameryce Łacińskiej, wymiar subiektywny. Jednakże intencją pracy było ukazanie możliwie najszerszej gamy politycznych środków stosowanych, by osiągnąć strategiczne cele amerykańskiej polityki w regionie Ameryki Środkowej i Południowej.

The aim of the thesis was to deal with thoroughness and precision with the subject of US policy in the Latin America region during the the 1970s and 1980s. In particular, its focus was shifted towards explaining the goals of US foreign policies during the Cold War as well as underlining the mechanisms and means to reach thsese goals. The work is divided into three chapters, each of them divided into smaller subsections. The first chapter explores the cause of the Cuban revolution and its subsequent influence on the US foreign policymaking in the region. It also provides examples of major American involvements in the 1960s. The second chapter scrutinizes the events in Chile and in Argentina in the time of military dictatorships. The work provides information on cooperation between the secret agencies and sheds light on American involvement in the process of persecuting the opposition. The third chapter includes an exploration of the causes and goals of the Sandinista revolution and the resulting civil war in Salvador. An introduction followed by a brief history overlook is meant to provide a better understanding of the situation in each of the countries concerned. Its main function is to help understand better the context within Latin America and its unique history. Another aim of the thesis was to highlight the different approaches and tactics used by several US administrations over the years. Despite the title of the work suggesting focus on the 1970s and 1980s, the piece contains a substantial chapter one detailing the events of the Cuban revolution as well as two major political turmoils of the decade in Latin America. It was the belief of the author that it was indispensable to explain the latter occurences in the following decades. The selection of the events in this piece of works was evidently subjective, however, the intention was to show a broad range of political actions and means delivered to attain the eventual goal of American foreign policy.
