Polish-Hungarian relations after 24 February 2022

Celem pracy jest ukazanie skomplikowanej sytuacji, w której znalazły się stosunki polsko-węgierskie po 24 lutego 2022 r. W celu analizy przyczyn i skutków ich zmiany pracę podzielono na trzy rozdziały. W pierwszym z nich znalazło się porównanie populistycznych partii rządzących – Prawa i Sprawiedliwości oraz Fideszu po przejęciu władzy w państwie, oraz ich spory z Unią Europejską, które doprowadziły do zwiększenia stopnia współpracy i zbliżenia pomiędzy nimi. Obejmuje on również rys relacji obu państw z Federacją Rosyjską i wskazuje powody, przez które się one znacznie różnią. Drugi rozdział opisuje przekrojowo sytuację w relacjach Polski i Węgier po 24 lutego 2022 r. Analizie zostaje poddany stosunek obu państw do zagrożenia atakiem na Ukrainę i reakcji po jego wystąpieniu. Wskazana jest różnica w działaniach obu państw na arenie międzynarodowej, gdzie Polska pozycjonowała się jako kraj popierający jak najszersze sankcje wymierzone w Rosję i wsparcie dla Ukrainy, podczas gdy Węgry znacząco opóźniały i osłabiały ten proces, szczególnie w zakresie polityki obronnej i energetycznej. Rozdział trzeci przedstawia natomiast znaczenie polityki wewnętrznej w kryzysie relacji polsko-węgierskich. Szczególną uwagę poświęca się kwestii wyborów parlamentarnych na Węgrzech oraz kryzysowi uchodźczemu, jaki wystąpił w związku z ucieczką Ukraińców przed wojną. Przeanalizowano również dane sondażowe wskazujące na różnicę w postrzeganiu rosyjskiej agresji wśród obywateli Polski i Węgier. W zakończeniu pracy natomiast wykorzystano teorię adaptacji politycznej do prognozy przyszłości stosunków polsko-węgierskich.

The purpose of this work is to show the complex situation that Polish-Hungarian relations found themselves in after February 24, 2022. In order to analyse the causes and consequences of their change, the work is divided into three chapters. The first includes a comparison of the populist ruling parties, Law and Justice and Fidesz, after they took power in the state, and their disputes with the European Union, which led to an increased degree of cooperation and rapprochement between them. It also includes a sketch of the two countries' relations with the Russian Federation and indicates the reasons why they differ significantly. The second chapter describes in cross-section the situation in relations between Poland and Hungary after 24 February 2022. The attitude of both countries to the threat of an attack on Ukraine and the reaction afterwards is analysed. The difference in the actions of the two countries in the international arena is pointed out, where Poland positioned itself as a country in favour of the broadest possible sanctions against Russia and support for Ukraine, while Hungary significantly delayed and undermined this process, especially in terms of defence and energy policy. Chapter three, on the other hand, presents the importance of domestic politics in the crisis of Polish-Hungarian relations. Particular attention is given to the issue of parliamentary elections in Hungary and the refugee crisis that has occurred due to Ukrainians fleeing the war. Survey data indicating the difference in perception of Russian aggression among Polish and Hungarian citizens is also analysed. The conclusion of the paper uses the theory of political adaptation to forecast the future of Polish-Hungarian relations.
