External relations of the European Union

Celem tej pracy licencjackiej jest przedstawienie założeń polityki wschodniej UE, jako elementu Europejskiej Polityki Sąsiedztwa, a zarazem jako części Wspólnej Polityki Zagranicznej i Bezpieczeństwa. Ze szczególnym uwzględnieniem potraktowano wymiar kształtowania przez UE relacji z Ukrainą, a także Federacją Rosyjską.Praca składa się z trzech głównych rozdziałów. W pierwszym skupiono się na scharakteryzowaniu podstaw prawnych i uwarunkowań praktycznych Wspólnej Polityki Zagranicznej i Bezpieczeństwa, jako jednej z polityk sektorowych UE. Zdefiniowano pojęcie WPZiB i jej cele, ukazując szczególną rolę zmian po Traktacie z Maastricht i Traktacie z Lizbony. Zdefiniowano również pojęcie Wspólnej Polityki Bezpieczeństwa i Obrony. Przedstawiono ponadto organy i instrumenty prawne, przy pomocy których realizowano WPBiO.W rozdziale drugim odniesiono się do znaczenia i uwarunkowań polityki wschodniej UE jako ważnej płaszczyzny stosunków zewnętrznych UE. Wskazano na pojęcie i cele Europejskiej Polityki Sąsiedztwa i założenia Partnerstwa Wschodniego. Zdefiniowano uzasadnienia dla polityki wschodniej UE, ukazując jej złożoną genezę. Nie pominięto również podstawowych płaszczyzn realizacji polityki wschodniej UE.W rozdziale trzecim zaprezentowano praktyczne ujęcie polityki wschodniej UE na wybranych przykładach. Szczególnie istotnym przedmiotem analizy uczyniono kształt stosunków UE z Ukrainą i Federacją Rosyjską. Opis relacji dwustronnych uzupełniono o analizę potencjalnych prognoz rozwoju polityki wschodniej UE w kontekście ukraińskim oraz rosyjskim.

The aim of this BA thesis is to present the assumptions of the EU's eastern policy as an element of the European Neighborhood Policy, and also as part of the Common Foreign and Security Policy. Particular attention has been given to the dimension of shaping the relations with Ukraine and the Russian Federation by the EU.The BA thesis consists of three main chapters. The first one focuses on characterizing the legal bases and practical conditions of the Common Foreign and Security Policy as one of the EU sectoral policies. The concept of CFSP and its objectives was defined, showing the special role of the changes following the Maastricht Treaty and the Treaty of Lisbon. The concept of the Common Security and Defense Policy was also defined. Moreover, the organs and legal instruments used to implement the CSDP were presented.The second chapter refers to the meaning and conditions of the EU's Eastern policy as an important platform for EU external relations. The concept and objectives of the European Neighborhood Policy and the establishment of the Eastern Partnership were pointed out. The justifications for the EU's eastern policy have been defined, showing its complex genesis. The basic dimensions of implementation of the EU's eastern policy are also not overlooked.The third chapter presents a practical understanding of the EU's eastern policy on selected examples. The shape of EU relations with Ukraine and the Russian Federation has been particularly important in the analysis. The description of bilateral relations was supplemented with the analysis of potential forecasts for the development of the EU's eastern policy in the Ukrainian and Russian context.
