The financial economy of a budget unit based on the Municipal and Housing Economy unit in Chełmiec

Praca obejmuje omówienie tematu gospodarki finansowej jednostki budżetowej na podstawie Zakładu Gospodarki Komunalnej i Mieszkaniowej znajdującej się w Chełmcu. Pierwszy rozdział, głównie skupia się na ukazaniu pojęcia samorządu oraz zobrazowaniu istoty i funkcji gminy, która stanowi jednostkę samorządu terytorialnego. Kolejny rozdział zawiera definicję gospodarki finansowej, ukazanie budżetu jako podstawową działalność gminy, włącznie z źródłami dochodów podstawowej jednostki samorządu oraz wydatkami. W drugim rozdziale zostały również scharakteryzowane jednostki sektora finansów publicznych. Trzeci rozdział dotyczy analizy budżetu Zakładu Gospodarki Komunalnej i Mieszkaniowej w Chełmcu na podstawie danych z 2019 roku, a w nim także ogólną charakterystykę tej gminy, cele i zadania, plan finansowy oraz analizę dochodów i wydatków tego Zakładu.

The paper includes a discussion of the financial management of the budget unit on the example of the Department of Municipal and Housing Economy located in Chełmiec. The first chapter mainly focuses on showing the concept of self-government and illustrating the essence and function of the municipality, which is a local government unit. The next chapter contains the definition of financial management, showing the budget as the basic activity of the municipality, including the sources of income of the basic self-government unit and expenses. The second chapter also characterises the public finance sector units. The third chapter concerns the analysis of the budget of the Department of Municipal and Housing Economy in Chełmiec on the basis of data from 2019, as well as the general characteristics of this municipality, objectives and tasks, financial plan and analysis of income and expenses of this Department.
