Praca ma na celu zestawienie ze sobą unormowań zawartych w Europejskiej Karcie Samorządu Lokalnego i w prawie polskim, głównie w oparciu o zapisy Karty, Konstytucji RP i ustaw samorządowych. Skupia się ona na kilku aspektach – koncepcji samorządu lokalnego, jego swobodzie ustrojowej, prawie do zrzeszania się i współpracy, a także nadzorze nad samorządem. Analiza ta jest próbą odpowiedzi na pytanie, czy polskie prawo jest zgodne z treścią Karty.
The work is aimed at juxtaposing the regulations contained in the European Charter of Local Self-Government and Polish law, mainly based on the provisions of the Charter, the Constitution of the Republic of Poland and local government acts. It focuses on several aspects - the concept of local government, its political freedom, the right to association and cooperation, as well as supervision of local government. This analysis is an attempt to answer the question whether Polish law is consistent with the content of the Charter.
