The directions of Polish foreign policy in the annual strategic documents of MFA in the years 1990-2019

Na podstawie ilościowej analizy treści autor bada zmiany w wyrazistości opisu poszczególnych kierunków dwu- i wielostronnych w polityce zagranicznej Polski opisywanej w corocznych, strategicznych dokumentach Ministerstwa Spraw Zagranicznych RP w latach 1990-2019, zwanych Informacjami MSZ. Za pomocą przyjętej metodologii autor analizuje słowną obszerność opisu poszczególnych kierunków dzieląc je na konkretne regiony geopolityczne. Autor udowadnia, że opracowana metodologia zapewnia nowatorski punkt spojrzenia na teoretyczne podejście do strategii w polityce zagranicznej. Zagregowane wyniki pozwalają na analizę zmian w wyrazistości opisu konkretnych kierunków dwu- i wielostronnych, a także udowadniają, że strategia opracowywana w ostatnich trzydziestu latach jest w znacznej mierze reaktywna na poziomie teoretycznym, a przez co nieskuteczna. Powstała praca w sposób empiryczny i przeglądowy obrazuje zmiany jakie zaszły w opisie poszczególnych stosunków dwu- i wielostronnych w polskiej polityce zagranicznej od 1990 roku.

Based on the quantitative content analysis, author investigates the changes of the issue salience of both bi- and multilateral Polish foreign policy directions which have been described in annual, strategic documents of the Ministry of Foreign Affairs in the years 1990-2019 (commonly known as MFA's Information). Using his own methodology author analyses the word quantity of certain strategic directions simultaneously dividing them into specific geopolitical regions. Author also proves that the methodology itself ensures the innovative perspective on the theoretical approach to the strategy of foreign policy. The aggregated results provide the possibility to study the changes of issue salience of the individual bi- and multilateral directions. What is more, they demonstrate that strategy developed during the last thirty years is rather reactive on the theoretical level which makes it ineffectual. In an empirical and comprehensive manner, the study illustrates many changes that has occured in the description of both bilateral and multilateral relations in the Polish foreign policy since 1990.
