The formation of new political reality in Russia in 1991-1993. The basis for the system of government

Praca składa się z czterech rozdziałów, wstępu, zakończenia oraz bibliografii. W rozdziale pierwszym (Sytuacja w ZSRR w 1991 roku) opisano najważniejsze zmiany, jakie dokonały się w ZSRR w czasie sprawowania urzędu sekretarza generalnego partii komunistycznej przez Michaiła Gorbaczowa. Ponadto w rozdziale tym poruszono takie zagadnienia, jak pucz Janajewa, powstanie Wspólnoty Niepodległych Państw oraz okoliczności wyboru na stanowisko prezydenta RFSRR – Borysa Jelcyna. Kolejne rozdziały stanowią analizę zmian politycznych i prawnych zachodzących w Federacji Rosyjskiej na początku lat 90-tych XX wieku. Rozdział drugi (Sytuacja w Rosji w latach 1992–1993) poświęcony został w głównej mierze konfliktowi pomiędzy przewodniczącym Rady Najwyższej RFSRR – Rusłanem Chasbułatowem, a prezydentem Borysem Jelcynem. Spór ten miał istotne znaczenie dla ukształtowania pozycji prezydenta w systemie Federacji Rosyjskiej, a także kształtu nowej konstytucji. W rozdziale tym wspomniano również o sytuacji gospodarczej państwa, głównych reformach, mających usprawnić funkcjonowanie gospodarki, a także wyborach parlamentarnych z grudnia 1993 roku. Rozdział trzeci (Konstytucja Federacji Rosyjskiej z roku 1993) ma charakter analizy konstytucji w ujęciu formalno–prawnym. Rozdział ten zawiera również opis uchwalenia konstytucji. W ostatnim rozdziale pracy (Wyjątkowy charakter pozycji prezydenta. Rola prezydenta i rządu w ustroju Rosji) dokonano analizy artykułów ustawy zasadniczej dotyczących uprawnień prezydenta i rządu. Ponadto w rozdziale tym opisano jak de facto przedstawia się sytuacja w Rosji pod względem przestrzegania zasad demokratycznych. W dwóch pierwszych rozdziałach przestawiono także rolę społeczeństwa oraz innych państw na kształtowanie się polityki Federacji Rosyjskiej. W pracy starano się wykazać, że silna pozycja prezydenta w Rosji jest uwarunkowana historycznie i cieszy się poparciem społeczeństwa.

The dispute was essential for the creation of the position of President in the system of the Russian Federation, as well as on the shape of a new Constitution. I also mentioned about the economic situation of the country and of the shock therapy Jegora Gaydar. At the same time, in chapters I present the role of the society and other countries on the development of the policy of the Russian Federation. At work I have tried to show that the President's strong position in Russia is historically conditioned and do not negate the principle of democratic legitimacy in citizens.
