OBJECTIVES, STRATEGIES AND REGULATORY PROCESSES OF THE COUNCIL OF EUROPE ON THE EXAMPLE OF LOCAL GOVERNMENT

Niniejsza praca koncentruje się na przestawieniu działalności Rady Europy na przykładzie samorządu terytorialnego, przy jednoczesnym uwzględnieniu znaczenia, jakie europejskie samorządy mają dla organizacji. Poszczególne rozdziały przybliżają tło historyczne integracji europejskiej oraz powstania Rady Europy, cele misje oraz strategie organizacji, a także stosowany przez nią proces regulacyjny. Ostatnia część koncentruje się na miejscu samorządu terytorialnego w pracach Rady Europy oraz jego znaczeniu dla organizacji, przedstawiając przy tym współpracę transgraniczną samorządów jako konkretny przykład działalności Rady Europy w kwestiach dotyczących samorządów terytorialnych, a także regionów.

This thesis focuses on presenting the activities of the Council of Europe using local government as an example, while considering the importance that European local governments have for the Organization. The individual chapters take a closer look at the historical background of European integration and the creation of the Council of Europe, the organization's objectives, missions and strategies, as well as the regulatory process it uses. The final section focuses on the place of local government in the work of the Council of Europe and its importance to the organization, while presenting cross-border cooperation among local governments as a concrete example of the Council of Europe's activities on issues affecting local governments and regions.
