Failed states as the international community's challenge. The example of Somalia.

Niniejsza praca poświęcona jest jednemu z największych współczesnych wyzwań społeczności międzynarodowej, a mianowicie państwom upadłym. Pierwszy rozdział przybliża definicję państwa oraz państwa upadłego, a także sposoby klasyfikacji państw dysfunkcyjnych przez wybrane instytucje. Zrozumienie fenomenu państwa upadłego jest niezbędne, aby móc dalej przejść do kolejnego rozdziału poświęconego Somalii – państwu, które jest uznawane za sztandarowy przykład państwa upadłego. W drugim rozdziale omówiona została pokrótce historia tego państwa, burzliwa sytuacja wewnętrzna oraz problemy z jakimi to państwo zmaga się na co dzień, a także zagrożenia, które wypływają z tego państwa. Trzeci, ostatni już rozdział poświęcony jest konkretnym działaniom społeczności międzynarodowej oraz podejmowanym misjom, które miały za zadanie przywrócić pokój w tym ogarniętym chaosem kraju. Celem całej pracy jest ukazanie, że państwa upadłe stanowią współcześnie ogromne wyzwanie dla świata Zachodu, a podejmowane do tej pory działania nie zawsze przynoszą zamierzony efekt. Społeczność międzynarodowa musi zadać sobie pytanie, czy podejmowane przez nią interwencję zawsze były konieczne oraz czy nie pogorszyły one zastanej tam sytuacji.

The present thesis is dedicated to one of the greatest challenges to the international community, namely to failed states. The first chapter explains the definition of a state and a failed state, as well as methods of classifying dysfunctional states by describing their chosen institutions. The understanding of the phenomenon of a failed state is essential in order to be able to proceed to the next chapter of the thesis dedicated to Somalia, the state which is considered the leading exaple of a failed state. The second chapter presents a brief outline of the history of this state, its turbulent internal situation and the problems that the state has to cope with every day, as well as the threats that arise there. The third, last, chapter of the thesis is dedicated to concrete actions taken up by the international community and missions that have been aimed at restoring peace to this country engulfed by chaos. The overall purpose of this thesis is to demonstrate that today the failed states are a great challenge to the Western world, and the actions that have been taken up so far have not always brought about the desired results. The intrnational community should ask themselves whether the interventions taken up by them have always been necessary and whether they have not aggravated the situation that was initially found there.
