Community policing in Poland

Tematem pracy jest koncepcja community policing w Polsce. Celem pracy jest przeprowadzenie procesu badawczego skupiającego się na tej koncepcji w Polsce. Hipotezy badawcze stanowią: Od lat 90 XX wieku w Polsce z dobrym skutkiem implementowane są liczne elementy community policing; Stopień wdrożenia community policing w Polsce jest niewystarczający – potrzebne są dalsze zmiany; Wprowadzone elementy community policing w Polsce pozytywnie wpływają na skuteczność w zapewnieniu bezpieczeństwa społecznościom lokalnym; Dzielnicowy jest jedną z podstaw realizacji idei community policing w Polsce. Rozwój community policing w Polsce rozpoczął się na początku lat 90. XX wieku, głównie ze względu na znaczny wzrost przestępczości, jednak w ujęciu praktycznym w porównaniu z krajami zachodnimi wciąż był na wczesnym etapie rozwoju. Mimo to można już wskazać przykłady jej rzeczywistego występowania, o których mowa w niniejszej pracy.

The subject of this work is the concept of community policing in Poland. The aim of the work is to conduct a research process focusing on this concept in Poland. The research hypotheses are: Numerous elements of community policing have been implemented in Poland since the 1990s with good results; The degree of implementation of community policing in Poland is insufficient - further changes are needed; The introduced elements of community policing in Poland have a positive impact on the effectiveness in providing security to local communities; The district policeman is one of the bases for the implementation of the concept of community policing in Poland. The development of community policing in Poland started in the early 1990s, mainly due to a significant increase in crime, but in practical terms it was still at an early stage of development compared to Western countries. Nevertheless, it is already possible to identify examples of its actual occurrence, which are referred to in this work.
