Poprzez swoją specyfikę jest kluczową determinantą, która bierze udział w kształtowaniu zdrowia, rozwijania dobrych nawyków oraz zachowań prozdrowotnych. Niniejsza praca definiuje główne uwarunkowani, instrumenty oraz cele, jak również ich realizację w wybranej jednostce, którą jest Gmina Wolbrom. Głównym celem badań jest pokazanie, w jaki sposób jednostka samorządowa (gmina) realizuje działania związane z rozwojem sportu na swoim terenie. Obszar prowadzonych badań obejmuje metody, instrumenty oraz uwarunkowania, które wpływają na realizację zadań jednostki samorządu terytorialnego dotyczących zarządzania sportem. Praca ma formę studium przypadku, gdzie analizowanym przykładem jest gmina Wolbrom. W wyniku analizy przeprowadzonych badań stwierdzono, że wybrana Gmina w sposób nieefektywny zarządza sportem oraz koncentruje się tylko na kilku kwestiach, nie uwzględniając innych równie ważnych. Jej dotychczasowe działania przyczyniły się wyłącznie do stworzenia miejsc odpowiednich dla dzieci i młodzieży szkolnej. Uzyskane wyniki z analizy SWOT/TOWS pokazują, że Gmina Wolbrom w swoich działaniach zarządzaniem sportem powinna zastosować strategię agresywną, polegającą na maksymalnym stopniu wykorzystać powiązania, które występują między jej silnymi stronami, takimi jak ciekawe usytuowanie gminy oraz profesjonalna kadra sportowa, a szansami generowanymi przez jej otoczenie, w tym dostępności do środków finansowych z Unii Europejskiej na rozwój sportu, a także możliwość rozbudowy zaplecza sportowo-rekreacyjnego. Gmina Wolbrom w realizowanych działaniach, w szczególności powinna skoncentrować się na obszarach, w których zgodnie z przeprowadzoną analizą występują najsilniejsze relacje między szansami oraz jej mocnymi stronami.Słowa kluczoweGMINA WOLBROM – SPORT – ZARZĄDZANIE SPORTEM

Through its specificity, sport is the key determinant, which is involved in shaping health, developing good habits and healthy behaviors. This paper defines the main conditions, instruments and goals, as well as their implementation in the selected unit, which is the Wolbrom County. The main objective of the research is to show how the local government unit (the County) carries out the activities related to the development of sport in its area. The area of research includes methods, instruments, and conditions that affect the implementation of the tasks of self-government for the management of sport. This paper defines the main conditions, instruments and goals, as well as their implementation in the selected unit, which is the Wolbrom County. The main objective of the research is to show how the local government unit (the County) carries out the activities related to the development of sport in its area. The area of research includes methods, instruments, and conditions that affect the implementation of the tasks of self-government unit for the management of sport. The work takes the form of a case study, which analyzed example is the Wolbrom County. As a result of analysis of the study, it has been shown that the selected County manages sports inefficiently and focuses only on several issues without taking into account other equally important ones. Its current activities contributed only to create suitable conditions for children and teenagers. The results obtained from the analysis of SWOT / TOWS shows that the Wolbrom County in their management of sport activities should implement the aggressive strategy, involving the maximum usage of connection that exist between its strengths, such as the interesting position of the County and professional team sports, and opportunities generated by its surroundings, including the availability of funds from the European Union for the development of sport, as well as the opportunity to expand recreational facilities. The Wolbrom County in ongoing activities, ought to focus on areas, in which we can find the strongest relationship between opportunities and its strengths according to the analysis.Key wordsWOLBROM COUNTY – SPORT – SPORT MANAGEMENT
