European Capital of Culture - evaluation of opportunities for Wroclaw

Celem niniejszej pracy jest określenie korzyści, jakie Wrocławiowi może przynieść tytuł Europejskiej Stolicy Kultury 2016. W początkowej części pracy przybliżono historię powstania i etapy przemian, jakim ulegała inicjatywa EMK, a obecnie ESK, jej główne cele i zamierzenia, wymogi formalne konkursu, a także proces selekcji ESK 2016 od momentu zgłoszenia kandydatur miast do nominacji zwycięzców. W kolejnym rozdziale na podstawie analizy literaturowej i dokumentacyjnej wyróżniono główne kategorie oddziaływań programu ESK na rozwój miast. W dalszej części pracy omówiono szczegółowo kondycję miasta Wrocławia do roku 2016, proces przygotowań do odchodów i oceny komisji monitorująco – doradczej. Przedstawiono także ostateczny program i realizację pierwszych wydarzeń zorganizowanych na początku 2016 roku. Na podstawie analizy porównawczej efektów programu ESK w miastach nominowanych do tytułu we wcześniejszych latach, wyszczególniono możliwe szanse, korzyści i inne oddziaływania, jakie program ESK może wywołać w perspektywie długoterminowej w skali lokalnej i krajowej. Zasugerowano również kontynuację w latach kolejnych po obchodach, badań monitorujących efekty programu ESK dla Wrocławia, które łączyłyby metody ilościowe i jakościowe.

The purpose of this thesis was to describe the benefits that Wroclaw could gain due to the title of the European Capital of Culture 2016. In the first section, the origin and the evolution of the European Capital of Culture (ECoC) is presented, including its main goals and objectives, formal requirements of the competition, as well as the selection process of the ECoC 2016 beginning with the application procedure of candidates cities. In the following chapter the most important impacts of the ECoC program on urban development are addressed, based on literature and documentary analysis. For the next chapters, the focus is on the condition of the city of Wroclaw until 2016, the process of arrangements for the celebration and the assessment provided by the advisory and monitoring board. Likewise, the final program and the results of the first events’ realization organized at the beginning of the year 2016 were depicted. Based on the comparative analysis of the effects of the ECoC program on previous cities, the opportunities, benefits and other impacts that ECoC can cause at local and national levels in the long-term period, were considered. Also further research monitoring the effects of the ECoC program for Wroclaw was suggested in the coming years after the event, which could preferably combine quantitative and qualitative methods.
